Description

The Saint Lawrence Seaway Development intends to issue a Sole Source�Contract with�Brand�Name�Requirements�for the development and assembly of controls with the required programming and commissioning related to the construction and�modifications to the Snell Lock Ice Flushing System.��The current�Ice Flushing Control Panel is wired to all of the existing electrically actuated Limitorque valves (which communicates with the Lock Control System). Currently, there is seven electrically operated Limitorque valves.�A new arrangement calls for the addition of fifteen (15) Limitorque valves. The�project�is for a complete and operational Control System that includes two control panels to be built, tested and commissioned. The materials and�programs�must be compatible in all aspects (form, fit, and function) with existing systems presently installed.� The current equipment consists of a complicated control system that is fully integrated between numerous PLC�s, touch screen interfaces and multiple computers/servers to ensure a robust and reliable method to operate two American Locks � critical to the entire Seaway. SLSDC intends to issue a sole source contract to Optimation Technology, Inc. Rush, NY, under the authority of FAR 13.106-1(b)(1)(i).� It has been determined that Optimation Technology, Inc. provides the best value to the government. The SLSDC shall acquire�the services using the�provisions, clauses and procedures prescribed in FAR Part�36 and FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform�equivalent or better development and assembly of controls with the required programming and commissioning �in writing to the identified point of contact not later than 3:00pm EST on�May 19, 2020.� Such capabilities and�qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the SLSDC not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the SLSDC.� Oral communications are not an acceptable response.
