- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT Contracting Office: U.S. Army Corps of Engineers (USACE), Portland District (NWP) will award a contract through the Portland District, 333 SW First Ave., Portland, OR� 97204.� This contract will be used only by the Portland District. Contract Information: Contract will be for the Portland District use only.� Award is anticipated to be a multiple year contract with a base and 4 optional years.� Notice: In accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. USACE NWP intends to award a sole source firm fixed price contract to DeWilco Inc., 29 Webb Pl, Mansfield, MA 02048-2682. The purpose of this acquisition is for the HydroDCS Software as a Services (Saas) product. The Water Management Community of Practice accepted the HydroDCS appliance and an enterprise solution.� The HydroDCS SaaS offering is a proprietary product with DeWilco Inc. �holding exclusive rights� to offer the software as a SaaS.� This notice of intent is not a request for proposals or quotations, however, any challenges to this sole source must be received in writing by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent equipment and service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.� Classification: �The anticipated North American Industry Classification System (NAICS) Code is 541511 - Custom Computer Programming Services with the associated size standard of $30M. Interested parties may identify their interest and capability by responding to this notice no later than 10:00 a.m. PST, May 18, 2020, by email to Kevin Thomsen. �All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government.
