Description
The National Institute of Environmental Health Sciences (NIEHS) hereby issues a notice of intent in accordance with (IAW) FAR 5.201. NIEHS intends to award a sole-source, Indefinite Delivery, Indefinite Quantity (IDIQ) contract pursuant to FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Satisfy Agency Requirements, to Tantus Technologies, Inc. (Tantus), 1735 N. Lynn Street, Suite 650, Arlington, VA 22209. The resulting procurement of this five-year IDIQ contract will be conducted in accordance with FAR Part 12 � Acquisition of Commercial Items and Part 13.5 � Simplified Procedures for Certain Commercial Items. This requirement is for the modernizing of supporting technologies relating to NIEHS� 35 enterprise applications and/or complete backlogs of enhancements that provide essential functionality to the applications. Tantus is the current contractor performing the operations and maintenance (O&M) support of the enterprise application suite under a current NIEHS task order. By virtue of providing O&M to the 35 applications, Tantus is the only contractor that has sufficient understanding of the underlying technologies to perform required DME tasks in a timeframe that meets the Government�s immediate business requirements. An alternate contractor would be required a significant amount of resources examining each of the 35 applications, their underlying technologies, and the backlog of enhancements, delaying much needed development work. In addition, the development environment requires visibility into the O&M environment for successful, high-performing applications. An agile software development approach requires significant agility between the O&M and DME requirements. This agility is more efficiently and effectively achieved by having the same contractor perform both O&M and DME requirements. The following classification codes are applicable to this requirement: North American Industrial Classification System (NAICS) Code: 541511 - Custom Computer Programming Services; business size standard of $30 million. Product and Service Code (PSC): D302 � IT and Telecom � Systems Development. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. However, IAW FAR 5.207(c)16(ii), all responsible sources may submit a capability statement which may be considered by the agency. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in connection with responding to this notice.
