Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Department of Housing and Urban Development (HUD) intends to negotiate a sole source fixed priced contract for 3 months with the following: Sage Computing 11491 Sunset Hills Road Suite 350 Reston, VA 20190 HUD has prepared a sole source justification on the basis of other than full and open competition for this effort. HUD intends to negotiate with only one source under the authority of 6.301-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The U.S. Department of Housing and Urban Development, Office of Policy Development and Research (PD&R) has a requirement for a Knowledge Management Services contract to continue researching, writing, and disseminating PD&R products. The requirement includes the following elements:� (1)� research, develop, interview, write, and� prepare content for Evidence Matters (PD&R�s� print and online quarterly periodical), the Edge (on-line magazine), 20 case studies, PD&R Updates and e-lists for the website;� (2) disseminate research publications and data through the information center operated by staff� broadly knowledgeable in housing and community development area and familiar with PD&R�s products and resources who can respond to requests for information either by phone, email, and process orders for print publications; (3) manage and support the operation of the on-line web store to ensure orders placed� are sent to appropriate users ; (4) develop, write content, and implement dissemination services which include social media announcements on Facebook, Twitter, and LinkedIn; (5) develop, write, and implement a marketing plan for research publications and data; (6) write content and develop appropriate graphics for PD&R events; (7) develop and prepare an on-line registration system for PD&R�s events, PD&R Quarterly Briefings, and meetings; (8) attend conferences selected by PD&R to write� evidence-based research content and network for Edge articles and Evidence Matters; (9) manage and support the operational development of the HUD User website for application of new information technology (IT) tools, post and host research publications and data to the website, manage the HUDUser.gov website (systems development, website operation, website maintenance, website administration and website security), and 508 website compliance, (10)� manage, support, and implement database updates,� mobile data applications, GIS� mapping applications, create mobile apps, website enhancements, and website portals; and (11) provide warehouse storage facility for HUD research publications. HUD has determined that no other contractor would be able to perform transition in and continue services for 3 months without a break in service. The North American Classification System Code (NAICS) for this requirement is 541611�� Administrative Management and General Management Consulting Services with a NAICS size standard of $25.7 Million. This notice will be distributed solely through the General Service Administration�s Contracting Opportunities website (www.beta.sam.gov). Interested parties are responsible for monitoring the Beta.Sam website to ensure they have the most up-to-date information about this requirement. This notice satisfies the requirements for FAR 5.102(a)(1) and 5.203(a)(1). This Notice of Intent to Sole Source is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date below which reflect 7 days after the publication of this notice, the solicitation will be issued as a sole source requirement to Sage Computing.
