- The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a Design-Bid-Build contract for Flood Repair located at Ft. Leavenworth, Kansas. The Government proposes to issue a firm fixed price type contract for this project. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this Sources Sought Notice is to obtain insight into the interest, capabilities and qualifications of small business firms to perform a firm fixed price Design-Bid- Build construction type contract of this magnitude and to determine if there is adequate competition to compete and successfully perform. The scope of work: �The repair from civil infrastructure damages at Fort Leavenworth levees as a result of the high-water events in the Spring of 2019. Repairs include but are not limited to flood control structures and channel linings, replacement of culverts, flood gates, and by-pass pumps. Also included are repairs of levee culverts and overtopping structures, repair of erosion on levees, and replacement of weir gates, replacement of pump houses and pumps, and sediment removal and grading. The magnitude of this project is between $10,000,000 and $25,000,000. The applicable North American Industrial Classification System (NAICS) for this procurement is 237990 Other Heavy and Civil Engineering Construction and $39.5M size standard. COVER LETTER: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number. 3. Offeror's interest in providing a proposal if a solicitation is issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size. 6. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability: Bonding Surety Letter. Offer must provide a letter or other documentation from a surety appearing on the Department of Treasury Circular 570 (list of approved sureties) stating that the Offeror is able to provide a bid bond and obtain Performance and Payment Bonds for $10 million - $25 million Aggregate. SOURCES SOUGHT QUESTIONS: 1. Have you drilled and/or constructed relief wells? How much of the effort did you complete as the prime or sub-contractor? Provide at least three projects you completed in the past 3-5 years and quantify the size of each project. 2. Have you ever raised or constructed a levee to federal criteria? Please provide at least 3 projects you completed in the last 3-5 years that follow federal or state guidelines. 3. Have you ever constructed under seepage berms? Please provide at least 3 projects you completed in the last 3-5 years. 4. Have you ever performed a significant amount of earthwork (over 250,000 cubic yards)? Please provide at least 3 projects you completed in the last 3-5 years. 5. �Demonstrate capacity to manage aggressive schedule in coordination with river flooding possibility. 6. Demonstrate capacity to react quickly to river level rising/flooding and to maintain capacity to work during river flooding. 7. Demonstrate past performance on a minimum of (3) projects constructing levee repairs within the last 10 years. 8. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities.� If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
