- The purpose of this amendment is to accomplish the following: Post the Draft Performance Work Statement for industry review. Re-Open and Extend the Response Due Date to Wednesday, May 6, 2020 at 1:00 PM EST. Note: There will not be a second question and answer period for this amendment. For consideration, please provide responses as described in the original posting (Attachment P02 36C776Q0050). In addition to the questions from the original posting, please also provide responses to the following: Creation of Terminology Content and Relationships - New content is created as needed to support VA use cases. This new content will generally take the form of a content extension to existing standards such as SNOMED, LOINC, and RxNorm. Content of the extensions will include new concepts as well as appropriate modeling of inter-concept relationships consistent with terminology modeling guides such as the Systematized Nomenclature of Medicine - Clinical Terms (SNOMED CT) modeling guide. Describe your firm s demonstrated experience with terminology modeling guides, such as the SNOMED CT modeling guide. Specific experience with examples is required. Describe your firm s ability to extend and improve terminology modeling guides, such as the SNOMED CT modeling guide. Specific experience with examples is required. Describe and quantify your firm s experience identifying inconsistencies, errors, and other quality issues with existing content, as well as with guidance such as the SNOMED CT modeling guide. Specific experience with examples is required. Describe and quantify your firm s experience developing & computing terminology quality metrics. Specific experience with examples is required. Describe and quantify your firm s experience using OWL EL++ description logics to represent concept definitions within a terminology system. Specific experience with examples is required. Describe the types of quality assurance workflows your organization has used to create content and relationships, including the types of metrics used to ensure a quality product. Specific experience with examples is required. Terminology matching/mapping and harmonization - Various VA systems require matchings also called mappings from their native data representations to standard codes. VA systems will be modified to internally adopt and better harmonize with Federally-approved terminology standards in order to meet the demands for interoperability. Describe your firm s demonstrated experience of terminology matching or mapping, including your experience using lexical and manual techniques to curate and maintain matches or mapping. Specific experience with examples is required. Describe your firms demonstrated experience with terminology harmonization activities. Specific experience with examples is required. Describe your firm s ability to create a terminology extension to enable lossless mapping between systems such as LOINC and SNOMED. Specific experience with examples is required. The Verification and Validation of knowledge is not a well-defined process and there is little academic or industry literature on this subject. Additionally, there is a lack of common understanding that not all knowledge is created for equal clinical purposes, and thus all knowledge need not require the same Verification & Validation rigor. Consequently, there is an opportunity for approaches to quality assessment that are based on patient safety risk from use of that knowledge. The Government seeks to ensure clinical terminology deployed to the field is properly reviewed and vetted for accuracy in order to minimize the risk to patient safety and successful patient care. Describe your firm s demonstrated experience with the Capability Maturity Model Integrated (CMMI), the Project Management Institute s Project Management Body of Knowledge (PMBOK), the Institute of Electrical and Electronics Engineers (IEEE) Standard 1012-2004, and the IEEE Standards (e.g., 12207 Software Life Cycle Process; 1074 Developing Software Project Lifecycle Process; 828 Configuration Management Plans; and, 830 Requirement Specifications, etc.,) in inspecting, assessing, confirming or executing the accuracy and validity of designated Knowledge Artifact(s) and/or Migrated Data Sets. Specific experience with examples is required. Manuscript Authoring. Support services will require creation of thought leadership papers on Informatics Knowledge Architecture topics, such as the future of health informatics, machine learning compared to mapping, machine learning for reimbursement and administration work in health care, natural language processing of unstructured clinical notes, and related topics. Describe your firms experience creating both strategic and detailed technical documentation relating to Informatics Knowledge Architecture topics, including peer-review publications, white papers, and technical documentation. Which of the RFI project segments would your company require teaming with at least one other company? Does your company have any relevant background or experience that we did not address in this questionnaire, but you believe should be considered? Vendors that have previously provided responses are not required, nor precluded, from responding again.
