- The Montana Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for non-personal services, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to complete project: JKSE 172216, Install Crane, Bldg 80 in Great Falls, MT (Cascade County). Project will include construction of structural supports for installation of bridge crane/fall arrest system, addition of supplementary heat to work areas and hangar bay, repair hangar floor surface, install flexible pavement in dirt/native grass areas, and install domestic water line to enable a looped system near this facility. The contract duration is 120 days following notice to proceed. The project is 100% set aside for small business concerns under NAICS 236220, with a size standard of $39.5 million. The estimated magnitude per FAR 36.204 is between $1,000,000 and $5,000,000. Your attention is called to FAR clause 52.219-14(e)(3) (Deviation 2019-00003) which states �General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about 15 May 2020. The tentative date for the pre-bid conference and site visit is on-or-about 27 May 2020, time/location to be announced in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The bid opening is tentatively scheduled to be the week of June 15th with an exact date, time and location to be included in the solicitation. Note: all final dates/times/locations will be published in the solicitation. Interested bidders must be registered in the System for Award Management (SAM) at sam.gov. You will need your DUNS number in order to register and instructions are located on the site. The solicitation and associated information will be available ONLY from the beta.SAM.gov website on-line at https://beta.sam.gov/ and is now known as Contract Opportunities. This is a web based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with Contract Opportunities before accessing the system.
