Description
This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.203 which prescribes a mandatory requirement for a 15-day pre?solicitation notification. The purpose of this synopsis is to announce the Federal Railroad Administration's (FRA) intent to issue a solicitation restricted to small businesses in accordance with FAR 19.5. This solicitation will be for the management and maintenance of the Transportation Technology Center (TTC) in Pueblo, Colorado and for research and development (R&D) and training services at the TTC facility. Contract Scope: Research and development (R&D), training and facilities management services are required for a Cost Plus Fixed Fee (CPFF) and Firm Fixed price (FFP) single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contractor shall operate and maintain the TTC in accordance with stated facility and site standards. In exchange for maintenance of the facility, the contractor will have full use of the TTC, including equipment, at no cost for the term of the contract for their own commercial ventures relating to transportation testing and research, so long as those ventures do not interfere with Department of Transportation (DOT) required tasking. The TTC site is approximately 52 square miles, and consists of buildings, roadways, parking areas, open spaces, and overhead and underground utility infrastructure, research laboratories, railroads, and locomotives. The TTC has 34 real property buildings that total approximately 424,000 square feet (SF). These buildings mainly consist of warehouse/storage facilities, classrooms and academic spaces, trade shops, administrative support, and minor infrastructure enclosures. Additionally, the contractor shall be responsible for the delivery of R&D, training and test services awarded as Task Orders (TO), with an anticipated aggregate ceiling of up to $570 million, with a total potential period of performance of 20 years (five-year Base with three five-year Options). This project is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541715. The size standard in number of employees is 1,000. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in the near future. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FRA. FRA intends to conduct the procurement through a multi-phased submission and evaluation process. Phase 1 submissions are required to move to Phase II.
