- IMPORTANT NOTICE: In application of the state of health emergency decreed by the Government of C�te d'Ivoire to fight the COVID-19 pandemic, telework arrangements have been put in place at MCA-C�te d'Ivoire since Tuesday March 24th, 2020. These procedures aim to guarantee the continuity of the teams' work and their full commitment to achieving the Compact's objectives while guaranteeing their security. Therefore, MCA-C�te d'Ivoire invites all interested candidates to favor the electronic means of communication. Thus, all communications related to this Invitation for Bid will be made by email to the following address: MCACotedIvoirePA@cardno.com. All of the following sessions, namely the Pre-Bid meeting and the Bid opening session, will essentially be webinars (online group meetings) via the zoom us platform. The links for connection to the platform will be sent to all potential bidders who have been previously registered, according to the procedure indicated in article 5 below. 1. The Government of C�te d�Ivoire and the United States of America Government acting through the Millennium Challenge Corporation (�MCC�) have signed on November 7th, 2017, in Washington, DC, the Grant Agreement for C�te d�Ivoire �s Compact Program in the amount of US$ 524.74 million for the financing of two projects: The Abidjan Transport Project (ATP) and the Skills for Employability and Productivity Project (Skills Project). This agreement, for the benefit of the Ivorian populations came into effect on August 05, 2019. MCA-C�te d�Ivoire intends to apply a portion of the proceeds of MCC Funding to eligible payments under a contract associated with this Invitation for Bids. Any payments made by the Employer under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the Employer shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov (http://www.mcc.gov ) and on the website of MCA-C�te d�Ivoire (http://www.mcacotedivoire.ci (http://www.mcacotedivoire.ci). 2. The Government of C�te d�Ivoire, through the Millennium Challenge Account-C�te d�Ivoire, is inviting all interested bidders (individual companies and/or joint venture companies) to submit bids for the Indefinite delivery and quantity Contract (IDIQ) Multiple awards �for the Construction of 74 to 84 secondary schools (CDP) and two (2) branch of the Ecole Normale Superieure (ENS) in the regions of Gb�k� and San Pedro. 3. Several contractors will be selected through the Competitive Bidding procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible bidders or consultants as defined in the PPG. 4. A pre-bid meeting will be organized online (zoom.us) on May 20th , 2020 at 2:00 PM UTC. The online meeting link will be sent to all duly registered (as per article 5 below) firms. 7. Bids must be submitted in accordance with Section II IS 24.1 (b) on June 11th , 2020 at 2.00 PM UTC. Late bids will be rejected.
