Description

The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of Program Manager Special Operations Forces � Survival, Support, and Equipment Systems (PM-SOF SSES), intends to award a sole source firm fixed price contract for the acquisition of Maritime Communications Accessory Suite (MCAS) headset kits. This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to negotiate on a sole source basis with Atlantic Signal LLC, a Small Business located in Topeka, KS. The Below H2O Patriot headset kit was previously tested and chosen as part of a down-select for the MCAS system for their unique ability to be immersed in deep water for up to ten hours. Compatibility with the entire MCAS system is required and the Atlantic Signal over the ear (OTE) headset is the only approved OTE for use with the system. The headsets are a proprietary product of Atlantic Signal LLC and they are the only source capable of supplying the headsets and meeting the Governments requirement. The North American Industry Classification System (NAICS) code is 334290. The Small Business Size Standard is 750 employees. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) contract award. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice is posted for ten (10) days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:00 pm EST, May 11 2020, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
