Description
This is a Request for Information (RFI) for Market Research ONLY. �DOE is particularly interested in responses from Small Businesses; however any business size can respond to this RFI. � The United States Department of Energy (DOE) has a requirement for a specialized collateral agent to support the Loan Programs Office (LPO) by providing collateral agency services including the enforcement of a broad range of lender rights and remedies for high-value, high-risk distressed non-recourse financing or corporate loans for energy related infrastructure and manufacturing transactions. Such services will be required only when loans have been determined by the DOE to be distressed. The duties of the Special Assets Collateral Agent (SACA) include typical collateral agent duties, excluding managing project accounts. �The SACA is expected to, at the direction of the lender, quickly execute remedies, including any required filings or administration of documents, contemplated in the loan agreements and other finance documents to maximize recovery to the U.S Government. Because of the high-value and high risk of the loans managed by the LPO the SACA would be expected to meet the following minimum qualifications criteria: ��� �Demonstrated experience serving as a Collateral Agent for lenders of high-risk, high-value, distressed loans for energy generation, manufacturing, or infrastructure projects that have a project finance or corporate loan balance of $500 million or more.� ��� �Demonstrated experience quickly executing amendments, at the direction of the Lender, to complex project finance documents to maximize recovery. ��� �Maintain key personnel who have at least 15 years of experience with performing collateral agent services for high-value, high-risk, and distressed loans for energy infrastructure and manufacturing projects. � Interested vendors shall carefully review the Minimum Qualifications Criteria above for this requirement. A written response to the Minimum Qualifications Criteria must provide clear and unambiguous evidence to substantiate the capacity to fulfill this requirement as described on the three bullets in the Minimum Qualifications Criteria above. �Responses to this notice should be emailed to Muriel.thomas@hq.doe.gov no later than 3:00 p.m., Eastern Standard Time, on May 30, 2020.
