- This is a Request for Information (RFI). The Regional Contracting Office for the 414th CSB in Vicenza, Italy will use the responses to this RFI to determine potential responsible vendors capable of providing the services described herein, and to understand the training certificates requirement in order to design the evaluation criteria/factors in the follow on solicitation. The US Government is not obligated and will not pay for any information received from potential sources as a result of this Request for Information. BACKGROUND: The purpose of this acquisition is to provide inspection, testing and software fine-tuning on a KABA automated access control system, composed of approximately 3277 locks. REQUIREMENTS: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform testing and inspection as well as software fine tuning of the KABA automated access control system .The U.S Government is looking to procure testing and inspection services conducted by certified technicians, authorized by KABA, twice a year on all locks installed in various buildings located on Caserma Del Din. The requirement also includes the fine tuning and software upgrade of the two operating system softwares SAFLOK Win 6000 (MT Locks) and KABA EXOS 9300 (on-line) to be provided once a month. SPECIFIC TASKS: The contractor shall perform inspection, testing and software fine-tuning as well as respond in a timely manner to urgent calls, and provide spare parts for automated locks installed in various buildings in the area of Vicenza, part of the US Army Garrison, Italy. The anticipated Period of Performance is one (1) Base Year and four (4) 12-month option periods, beginning on or about August 2017. Tasks include the following: Inspection and Testing: The contractor shall conduct testing and inspection twice a year for approximately 3277 locks. �The service consists of performing and evaluating a complete functionality test of each component within the systems, checking all defective parts that are suspected of being faulty, and any potential deficiencies.� The contractor shall then provide a diagnosis of the problem, if applicable, to the Government.� The contractor shall also identify any potential operational upgrades, and provide a record with the results found after every inspection. Software Fine Tuning and Software Upgrade: The contractor shall perform fine-tuning of the system to ensure the proper functioning, perform tuning of the control parameters, the programming software and interfaced signals. The contractor shall optimize the system in terms of comfort, safety and security, and shall submit a detailed report to the duly authorized Government representative, identifying the corrections made to improve system performance. The contractor shall have the operational knowledge and technical capability to operate system software SAFLOK Win 6000 (MT Locks) and Kaba EXOS 9300. Unscheduled Calls: The contractor shall be available to respond to urgent calls between 0800 hours and 0500 hours, Monday through Friday. Resolution of the unscheduled calls shall be completed within five (5) working days of initial service call.� The contractor shall also provide all necessary resources to manage any unscheduled call remotely or on-site, whichever is applicable. Spare Parts: The contractor shall maintain a pre-priced bench stock of the spare parts. � Certifications Required Perspective respondents to the solicitation will have to submit proof of certification and experience in providing the type of services required on KABA access systems. The contractor shall also be ISO 9001-2000 certified. Submittal of information SUBMITTAL INFORMATION: Interested contractors are requested to submit a brief capabilities statement package to the Contracting Office, demonstrating the ability to provide the services described above.
