- SOURCES SOUGHT NOTICE The Department of Veterans Affairs, Network Contracting Office (NCO) 15 is conducting market research to help determine the availability and technical capabilities of qualified vendors for award a Contract/BPA to a single contractor for Fire Alarm System Inspection and Testing Services at the Robert J. Dole VA Medical Center in Wichita, Kansas 67218 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK SCOPE OF PROCUREMENT: Statement of Work Annual Fire Alarm System Inspection and Testing The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items necessary to perform a facility wide annual fire alarm inspection in the VAMC compound in accordance with National Fire Protection Association (NFPA 72) guidelines for the Robert J. Dole VA Medical Center in Wichita, Kansas. 1. Description of Work: Test all smoke detectors in buildings listed below. Test all duct detectors in buildings listed below. Test all heat detectors in buildings listed below. Test all manual pull stations in buildings listed below. Test all flow switches at device in buildings listed below. Test all tamper switches in buildings listed below. Make flow switch adjustments as necessary Perform panel functional tests. Load test all batteries, fire alarm control panels, notification extender panels. Visual and audible inspection of all notification devices. Clean all smoke detectors in buildings listed below. Clean duct detectors per detector maintenance report requirements. Lamp test all panels and annunciators. Make graphical updates as necessary Add notification devices to graphic pages, horn strobe units. Verify correct labeling of devices and make necessary changes. Provide HEPA Cart for contamination containment in specified areas. Provide test report with quantities and device types. Provide test logs and sensitivity reports. Provide system discrepancy report. Provide Notifier factory trained technicians during inspection. NICET Level II, III or IV technicians and supervisors. Graphical updates required during the annually inspection and no as built be provided to update the graphical head end computer is required There are no areas that require above ceiling access or areas contain asbestos Audio/visual devices can be tested during normal hours Provide written inspection report to POC at facility System was installed more than 10 years ago, but updated with new construction and service needs. All software update is completed and currently do not request any updates. Currently have another service contract for our sprinkler system testing and inspections. Therefore, this testing and service not needed 2. Requirements: Hours: Work must be performed within the regular work hours for this facility are Monday through Friday, from 8:00 am to 5:00 pm (CST). Scheduling to be coordinated with Point of Contact and will be designated once awarded. Services will be confirmed and approved by Engineering Service or their designated representative. On completion of service, Contractor must report to Engineering Office, BLDG. 20, where he /she must return badges and submit the individual service slips for a service call or inspection. Failure to provide the service slips may be cause for delay in payment of services performed. Property Damage: The contractor shall take all necessary precautions to prevent damage to any Government property and will notify the Contracting Officer or POC immediately if damages occur. The Contracting Officer will authorize the contractor to remedy the situation in one of the following ways: be assessed current replacement costs for damaged property, replace damaged property in a timely manner, or correct the damages with like materials at no additional cost. Identification, Parking, Smoking, Cellular Phone Use and VA Regulations: The contractor's employees shall obtain contractor's badges from the Engineering office in Building 20. The contractor must always acquire a badge for each worker and ensure that the badge be worn in a visible location on the worker while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police. The VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two-way radios are not to be used within six feet of any medical equipment. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States District Court. 3. Repairs: Any repairs identified as necessary in the inspection report may be performed upon supplemental agreement between the contractor and the Government.
