- This is a Sources Sought Notice for a service contract for Maintenance and Repair of the Physical Access Control System (PACS) and Closed Circuit Television System (CCTV) at the John D. Dingell (Detroit) VA Medical Center. The contractor shall furnish all necessary labor, supervision, management, management support, transportation, supplies, equipment, and materials necessary to furnish the following services. The equipment to be services is provided and is subject to changes. A draft Statement of Work is attached to this notice and is subject to change should a solicitation be issued as a result of this notice. Please respond if you have the ability and intent to complete this requirement. Include in your response the following information: Capabilities Statement; Company Name and Address; DUNS Number; Socioeconomic Size Status (e.g. Large, Small, WOSB, SDVOSB, etc.) Point of Contact information (name, phone, email); Whether site visit will be required/requested; FSS or GSA Contract Number, if applicable. This Sources Sought Notice is intended to locate any business capable of performance. The anticipated NAICS Code for this requirement is 561621. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. DRAFT STATEMENT OF WORK TECHNICAL SPECIFICATION FOR MAINTENANCE AND REPAIR OF THE PHYSICAL ACCESS CONTROL SYSTEM (PACS) AND CLOSED CIRCUIT TELEVISION SYSTEM (CCTV) SCOPE: The work shall consist of maintenance, repair and modifications of the DAQ Electronics Star Watch SMS PACS and the Vicon Valerus CCTV at the Department of Veterans Affairs Medical Center, Detroit, MI 48201. PERSONNEL AND EQUIPMENT: The contractor shall maintain qualified personnel, supervision, and equipment to accomplish work on schedule, and to the satisfaction of the Contracting Officer, as specified under this contract. Employees and supervisors shall be capable and experienced in performing maintenance and repairs of the security system as specified in the contract. All technicians sent to site must be certified as a Starwatch SMS Front End Engineer as well as Vicon Valerus certification. The contractor shall provide evidence of five years of experience and prior training on the DAQ Electronics Star Watch (formerly ICIDS) Security System and Vicon CCTV equipment. Certified technician must have at least five years documented experience on DAQ Electronics security systems as well as Vicon CCTV systems and is required to oversee the work performed. Evidence of all prior experience and training, as well as documentation of the qualifications of personnel, shall be provided to the Contracting Officer prior to the award of the contract. The listing of prior experience shall include the names, addresses, telephone numbers and point of contacts of previous maintenance contracts for verification by the Contracting Officer. Contractor shall NOT sub-contract the maintenance work unless the sub-contractor can also prove certification as a Starwatch SMS Front End Engineer and a certified Vicon Valerus technician. SPECIFIC TASKS: The Contractor shall furnish all labor, supervision, tools, material, equipment, transportation, and management necessary to provide preventive maintenance, repairs and modifications for the existing PACS at the Department of Veterans Affairs Medical Center, Detroit, MI in accordance with the requirements specified in this performance work statement. EXTENT OF WORK: The major components of the Physical Access Control System at VAMC Detroit include (some approximates): One (1) Main Frame System Server Four (4) Poller Cards Three (3) Operator Workstations Twenty-Two (22) RADCs/Sub-RADCs Forty-Nine (49) IACs Forty-Eight (48) Motion Detectors One Hundred Thirty (130) Door Switches One Hundred Two (102) HID Card Readers Twelve (12) Duress Alarms Sixteen (16) 24 Hour Fire Doors Various keypads, sensors, Request to Exit Buttons, printers, data storage and operator interfaces. All associated cabling/wiring for system. The major components of the Vicon Valerus System include: (some approximates): Two Hundred Eighty-Five (285) Internet Protocol 2 MP cameras -both stationary and PTZ Fourteen (14) Network Video Recorders Six (6) Viewing Workstations One (1) Valerus Server Forty-five (45) Vicon Media Convertors Multiple POE Switches Three (3) KVM Switches (one with attached monitor) One 65 Viewing Monitor Two 45 Viewing monitors One Quad splitter The PACS system and CCTV system components are located throughout the campus in building s #100 (Medical Center), #101 (South Parking Structure), #102 (North Parking Structures), and #103 (Energy Center). A log of all events, troubles and alarms are kept at the Police Command Center in Building #100. HOURS OF WORK: The contract shall perform periodic maintenance, repairs and modifications on Monday through Friday between the hours of 7:00 am and 4:00 PM, except on Federal Holidays listed below. Approval to perform periodic maintenance and repairs on other than specified times must be approved by the COTR. The Federal Holidays are as follows: New Years Day Martin Luther King Jr. s Birthday Washington s Birthday (President s day) Memorial Day Fourth of July (Independence Day) Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Any other day deemed a federal holiday by the President of the United States. In order to adequately complete the contract requirements, contractor must be on site at the Department of Veterans Affairs Medical Center, Detroit, MI, 48201, for a total of five days (40 hours) per quarter and a total of twenty days (160 hours) per year. Contractor shall also provide an additional 24-hour telephonic support of this contract. All on site visit dates shall be coordinated and approved by the COR. PERIODIC INSPECTION, TEST AND MAINTENANCE: All periodic inspections, tests and maintenance shall be performed in accordance with the manufacturer (DAQ Electronics Inc.) recommendations including: Quarterly: Inspection of PACS and CCTV system to ensure proper functionality. Review system reports and statuses to identify system errors or faulty components. Review with COR any known issues with systems and perform needed repairs. Contractor will work off of repair list provided by COR. Install any Government Furnished Equipment purchased for PACS or CCTV systems. Relocate existing PACS or CCTV Systems equipment as requested by VAMC. Provide assistance to the VAMC in designing and specifying equipment needed to expand the capabilities of the PACS or CCTV. Provide any operator, systems administrator or maintenance training requested by the VAMC. Install any manufacturer provided software and firmware updates. Specifically, to include DAQ Software Assurance package, purchased yearly from DAQ Electronics and Valerus upgrades as provided by Vicon or Government Conduct performance testing on PACS and/or CCTV, when requested. RECORDS AND REPORTS: The contractor shall maintain management and maintenance records. All records and copies of reports shall be turned over to the COR. Reports must be turned in to COR within seven (7) working days of completion of visit. SECURITY REQUIREMENTS: No later than three days prior to the start of this contract, the contractor shall furnish the Contracting Officers Representative (COR) with a list of employees who will work on-site under this contract. The COR will furnish VA ID Badges for each employees working under the contract and badges shall be worn at all times while on VA property. The contractor shall report lost ID badges within one working day of the loss to the VA Police Office. At the conclusion of this contract or termination of any employees work contract, the contractor shall return the ID badges to the VA Police Office. SAFETY: Compliance with Fire Prevention and Safety Regulations The contractor shall, in the performance of this contract, comply with all VA Safety regulations, policies and procedures; as well as with recognized commercial safety practices and procedures. The contractor shall provide all necessary equipment, tools and supplies to perform the work, and at no time will the contractor be permitted to use government equipment. Contractor will be allowed to store their equipment and tools on site between visits to avoid transporting items back to their office. VAMC will provide access to a man-lift to the contractor for the inspection and repair of pole mounted CCTV cameras in the parking structures.
