Description
DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide a new advanced molecular technique, TotalSeq which has been developed to allow for the determination of protein expression at the single-cell level in addition to the measurement of RNA. A service of sequencing and data analysis will be required to help study the functions of immune cells at the maternal-fetal interface.as per attached Justification. The Maternal-Fetal Immunobiology Unit of the Perinatology Research Branch (PRB), NICHD/NIH/DHHS, focuses on understanding the molecular immunological and biological mechanisms of diseases responsible for the �Great Obstetrical Syndromes.� For this purpose, the Unit�s investigators are required to study the functions of immune cells at the maternal-fetal interface. Advanced molecular techniques have been developed that allow for the determination of protein expression at the single-cell level in addition to the measurement of RNA. This technique has been termed TotalSeq. This technology integrates previously established single-cell RNA sequencing (scRNAseq) methods with antibody-based tagging of specific proteins in order to evaluate cellular functions at the RNA and protein levels, with the possibility of detecting up to hundreds of different proteins in a single cell. In order to apply this technology to the Unit�s research, we are requesting the purchase of TotalSeq sequencing services offered by Singulomics. Singulomics offers competitive pricing for TotalSeq sequencing and data analysis. Moreover, we have successfully worked with this vendor for previous studies. Thus, we are submitting a sole source request for the purchase of the TotalSeq sequencing and analysis services from Singulomics. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to Singulomics Corporation located in New York, NY 10461.� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. Special Notice: The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 11:00 am, ET, May 20th 2020. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely.
