- INTENT TO SOLE SOURCE: GOMA Deep Water Horizon Projects Tracker (DWHPT) database software and support for Gulf Coast Ecosystem Restoration Council (GCERC) The Bureau of the Fiscal Service (Fiscal Service), Division of Procurement Services, on behalf of the GCERC intends to make award to Gulf of Mexico Alliance (GOMA) on a sole source basis, under authority of FAR 6.302-2, for database services to support their mission in New Orleans and the Gulf Coast areas. The GCERC has the requirement for access to GOMA Deep Water Horizon Projects Tracker (DWHPT) and support services. The proposed contractor, GOMA, is the only entity that collects and tracks Gulf of Mexico restoration, research, and recovery projects related to the Deep Water Horizon Oil Spill. This data is contained in a proprietary database that is required for the Gulf Coast Ecosystem Restoration Council (GCERC) in order for them to perform science reviews ensuring proper due diligence in approving restoration projects, and to ensure money is not spent on duplicate projects across all funding sources. GOMA is the only known source with a comprehensive updated database on these and other Gulf of Mexico ecosystem restoration projects. The database information is used regularly for the GCERC Best Available Science Reviews, and other projects conducted by the GCERC in the Gulf states area. The GOMA Project Tracker database is also in use by other entities such as the Department of Treasury and National Fish and Wildlife Federation, to ensure no duplication of funding for projects. NO SOLICITATION IS AVAILABLE. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 2:00 PM EST, on Wednesday - May 13, 2020. Fiscal Service anticipates no responses. Any responses that are received must be submitted electronically to purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov, Attn: MW/PW- GCERC GOMA Tracker. After May 13, 2020, Fiscal Service shall make award on a sole source basis to the Gulf of Mexico Alliance. No other information regarding this Special Notice will be provided. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued. Primary Point of Contact: M.
