- This is a notice of contract action (NOCA). This is not a solicitation for quotes. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the VA s intent of contact action and possibly gain knowledge of other potentially-qualified sources and their size classifications. Notice of contract action: Miami VA Contracting intends to issue a sole source, firm fixed price contract under FAR part 12, Acquisition of Commercial Items, FAR part 13, Simplified Acquisition Procedures, and FAR part 6.302, Circumstances Permitting Other Than Full and Open Competition, to Acustaf Development Corp for the purchase of Labor Management Software (automated scheduling and staffing program providing nursing assignments based on data extracted from current Vista, DSS, and VANOD programs). Period of performance will be from one to five years. Vendors who believe they can meet the requirements should submit a capability statement providing clear and convincing evidence supporting the assertion. Alternate proposed solutions will not be considered unless they address all of the following: Must have the ability to integrate with current VISTA, DSS, VANOD programs. Must be FIPS-2 / HL7 compliant An automated staffing package which possesses demographic tracking tools. Vendor provides any software updates and installation with availability Competency, licensure, education, certification, and mandatory health tracking Time and leave scheduling and reporting Web-based for employee access On-site training/Implementation of the software to end-users Security features, backup hardware, disaster recovery and 24/7 emergency hardware support Data roll-up capabilities to VISN and National Dashboards Monitors workload variances related to admits, discharges and transfers of patient Manages overtime Generates reports relating to finances and budget Build custom reports based on available data contained in integrated system Produce NHPPD census tracking reports All information shall be in writing, sent via email, and contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than 11:59 EST, May 7, 2020.
