- Combined Synopsis-Solicitation for Commercial Items VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Page 3 of 5 Original Date: 10/12/17 Revision 02 Date: 10/15/19 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. This solicitation is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 750 Employees. The FSC/PSC is 6515. The Network Contracting Office 22 Gilbert is seeking to purchase Instrument/Equipment Drying Cabinets and Endoscope Drying and Storage Cabinets. This is a brand name or equal procurement with the brand name being: AMSCO Drying Cabinet and 6000 SER Endo Drying Cabinet. The cabinet provides a way to reduce manual drying time. The 38-inch-wide cabinet is equipped with 18 shelves and a touch screen control, with a timer for each shelf. Brand Name or Equal with the brand name being AMSCO Drying Cabinet and 6000 SER Endo Drying Cabinet. Delivery shall be provided 30 days ARO. Description of Endoscope Drying and Storage Cabinets: 7 Endoscope Drying and Storage Cabinets with accessories. Each of the cabinets must holds a mixture of 20 flexible Endoscopes. We have the following specific requirements for these Endoscope Drying and Storage Cabinets. The cabinet must hold a mixture of 20 flexible Endoscopes. The cabinets must provide HEPA filtered air, The cabinets must have digital access and tracking. The Cabinets must provide vertical storage and have channel purging capabilities. The Cabinets must meet or exceed all current standards and guidelines including AAMI ST91:2015, AORN, and SGNA. The cabinets must be able to accommodate a wide variety of scope sizes, and vertical hanging racks to prevent scopes from touching and damaging each other The cabinets must provide an average of air exchange every 20 seconds, and posse a three-phase filtration approach which removes 99.7% of particulates. The Cabinets must provide an inventory tracking mechanism that can be viewed at a glance and have easy swipe badge access to maintain scope security. Description of how the Endoscope Drying and Storage Cabinets operate: Endoscope Storage Cabinet (ambient ventilated) are designed to ensure a clean storage location for disinfected flexible endoscopes and to protect the endoscopes from damage while in storage. The cabinet allows the operator to easily see the number of endoscopes currently in storage. The Endoscope Drying Cabinets provide HEPA filtered cabinet air and HEPA air purge of endoscope channels. The cabinets are designed with a touchscreen and barcode system to track and records endoscope hangtime and provides cabinet access control. Description of Instrument Drying Cabinets: 2 Instrument/ Equipment Drying Cabinets with installation We have the following specific requirements for this Drying Cabinet. The drying cabinet must be 38 inches wide. The drying cabinet must have 18 shelves that can hold up to 25 lbs per shelf. The drying cabinet must be equipped with internal cabinet LED light per each shelf. The drying cabinet must provide HEPA filtered cabinet air and optional HEPA air purge connectors for lumens. The drying cabinet must have a touch screen control, with a timer for each shelf. The drying cabinet must have a purge option on the top 4 shelves with one leur lock purge tube per shelf. The drying cabinet must include a removable bottom stainless-steel drip pan for cleaning of cabinet. The electrical requirement of the drying cabinet must be 120 Vac, 60 Hz, with a 15 Amp standard duplex receptacle The drying Cabinets must meet or exceed all current standards and guidelines including AAMI ST58 Chemical Sterilization and high-level disinfection AAMI ST79 Steam Sterilization. Description of how the Instrument Drying Cabinets operate: The drying cabinet is intended for use in drying of clean medical devices that are not processed in an automatic washer/disinfector. The glass cabinet allows the operator to easily view the devices currently being dried. The Drying Cabinet provides HEPA filtered cabinet air and optional HEPA air purge connectors for lumens. The drying cabinet is designed to reduce manual drying time. Touchscreen control tracks drying time per shelf to eliminate uncertainty of devices being ready. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
