COMBINED SYNOPSIS/SOLICITATION: The following information is provided in accordance with FAR 12.603 (c)(2) (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation number is 77344420R0002 and is issued as a request for quote (RFQ). �A firm-fixed price contract is anticipated to result from this RFQ.� (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. (iv) The associated NAICS code is 541110. � (v) The line item numbers, items, quantities, and units of measure, including options, are as follows: Line Item: 0001 � �Item Description: Base period. Legal service in accordance with the statement of work. � Quantity: 24 � � Unit of Measure: Months (vi) A description of requirements for the items to be acquired is provided in the attached Statement of Work. (vii) Dates and places of performance and acceptance:� Service will occur as scheduled at the contractor site upon contract award. The periods of performance, is as follows: � � �24 Months from Award Date. The place of performance and acceptance will be at the contractor site.� (vii) �FAR 52.212-1, Instructions to Offerors -- Commercial Items (MAR 2020), applies to this acquisition and requires a capability statement and references to be provided with the quote in order to establish management capability and past performance, respectively.� Quotes may be submitted on the provided pricing sheet, if preferred, but is not required. All quotes must include business contact information (business name, phone number and email address) and pricing for all separately-price line items in order to be considered responsive.� (viii) FAR 52.212-2, Evaluation�Commercial Items (OCT 2014), applies. The specific evaluation and selection of proponents will be based on obtaining the best value for DFC.� In addition to price (which shall be capped at a fixed amount), DFC will take into account (a) the qualifications and relevant experience of the proposed team leader for this transaction; (b) the qualifications and experience of the other members of the proposed DFC team for this transaction; (c) Past Performance emphasis on the proponent�s familiarity with DFC or international development�(d) Price � Hourly rates for personnel (ix) FAR 52.212-3, Offeror Representations and Certifications�Commercial Items (MAR 2020), must be completed and included with the quote.
