- Description: Employee Assistance Program (EAP) Services NF/SG VA- TIERED EVALUATIONS SOLICITATION NOTICE OF TIERED EVALUATIONS This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled, and the requirement may be resolicited. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 (FAC 2020-05), as supplemented with additional information included in this notice and the attached Request for Quote document. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This acquisition is being conducted using a tiered evaluation method of quotes, also known as a cascading evaluation of quotes. This type of solicitation is considered a set aside for Service Disabled Veteran Owned Small Business (SDVOSB) Concerns. A tiered or cascading order of precedence for evaluating quotes is specified in the solicitation/Request for Quote document. If no award can be made at the first tier to a SDVOSB, evaluations will continue at the next lower tier until award can be made. Veteran owned concerns must be certified in the VIP system at the time of the receipt of quote (solicitation due date) as indicated in the Request for Quote (RFQ) document. Quoters shall fully complete, sign, and submit the attached RFQ document and include any additional documentation being requested therein. The purpose of this Solicitation is to acquire Employee Assistance Program (EAP) Services in support of the North Florida South Georgia VA Healthcare System. It is the intention of the Government to solicit via RFQ 36C24820Q0533, NAICS Code: 624190 in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation and award a contract on a competitive basis. The contract resulting from the solicitation shall be a Firm Fixed Priced contract. In an effort to meet the green initiative, documents and all correspondence shall be submitted electronically via email. Each email shall not be more than five (5) megabytes in size. Quotes or any correspondence submitted to the Government by any other means other than emailed will not be accepted. The electronic solicitation is hereby announced on this 29th day of the month of April 2020. The quoter shall be responsible for downloading all solicitation documents/amendments without further notice from the Department of Veterans Affairs. Interested firms must be fully registered and active in the SAM database www.sam.gov. All correspondence and any and all questions must be submitted in via email to: Ogniel.Alvarez@va.gov, Contracting Officer. All Requests for Information (RFI s) or questions must be received by the Government via email only and are due by the 10th of May 2020.
