Description
The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for procurement of the efforts required to provide �Small Surface Combatant (SSC) Combat System (CS) Ship Integration and Test (SI&T) for the Littoral Combat Ship (LCS), Freedom and Independence variants, and Large Unmanned Surface Vessel (LUSV) Ships. This includes development and updating of test documents; modification and update of CS Space Arrangements, CS Installation Control Documents, and CS Interface Control Documents; provide Engineering support; perform CS Integration and Test Planning; conduct Waterfront CS Integration and Test; and support Post-delivery Test Teams. The anticipated solicitation will include cost-plus-incentive-fee, cost-plus-fixed-fee, firm fixed price contract line items and cost-only contract line items for travel and incidental material for the efforts to satisfy FY22-FY31 requirements. 12 FEB 2020 - The purpose of this update is to provide a DRAFT solicitation. Feedback and/or questions regarding the DRAFT solicitation shall be submitted in writing using the DRAFT Solicitation Question Submittal Form provided. Completed Question Submittal Forms shall be submitted via email to the Contract Specialist, kevin.richter@navy.mil, and to the Contracting Officer, sheila.utz1@navy.mil. Please submit any feedback and/or questions to the Contract Specialist and Contracting Officer by 4:00 pm EST on Thursday, March 12, 2020. Verbal feedback and/or questions will not be accepted. Feedback and/or questions shall not contain classified information. The Government is particularly interested in whether the DRAFT solicitation enables or challenges potential offerors� bidding approach. 02 March 2020 - The purpose of this notification is to provide Government responses to Industry Questions.� Please see attachment ""Industry Solicitation Questions- Govt Responses _1"". 01 April 2020 -�� The purpose of this notification is to provide Government responses to Industry Questions.� Please see attachment ""Industry Solicitaiton Questions-Govt Responses_2"". 29 April 2020-��The Government is issuing this Request for Information (RFI) amendment for future solicitation N00024-21-R-5211 in order to provide instructions and procedures to gain access to the additional Government Furnished Information (GFI) contained within the Bidder's Library for this future procurement.� Future solicitation (N00024-21-R-5211) will use the web-based NAVAL SYSTEMS ENGINEERING RESOURCE CENTER (NSERC) for the Bidder's Library. Please make the request for access as soon as practicable as it may take several days for the Government to review and approve access to the documents. The Bidder's Library will be updated periodically. The Government will NOT issue updates to this notice every time the Bidder's Library is updated; therefore it is highly recommend that interested companies periodically check NSERC for updates. STEPS TO GAIN ACCESS TO THE NSERC BIDDER�S LIBRARY: Companies will need either a Public Key Infrastructure (PKI) Certificate or a Common Access Card (CAC) to complete the remaining steps to access NSERC. Note:� The Government will not sponsor Industry partner CACs.� Industry partners�who do not have a CAC�will need to obtain a DoD Approved PKI Certificate.� Please use the following URL to obtain a DoD�approved certificate:��http://iase.disa.mil/pki/eca/Pages/index.aspx. � � � � 2.� To obtain the Bidder's Library information, interested companies shall submit the�following via email to the Contract Specialists, ann.e.thompson1@navy.mil and�kevin.richter@navy.mil, and to the Contracting Officer, sheila.utz1@navy.mil: a.� �A current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. b.� A completed Unclassified Terms of Use Agreement (Attachment 1 of this RFI). c.� An assertion in the email request that they have a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability.� d.� The name, email address, phone number, and company address for up to TWO (2) persons requesting access to the Bidder�s Library. Once approved, these individuals will each receive a secure download link for the Bidder�s Library materials. � � � � � �3.� Once the secure download link is received, access NSERC: a.� If the Offeror does not have an active NSERC account, follow the instructions provided in Attachment 2 - NSERC Instructions, starting at Step 1.� b.� If the Offeror does have an active NSERC account, follow the instructions provided in Attachment 2, starting at Step 17. This update to this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government. This notice is being posted to the Contract Opportunities page located at https://beta.sam.gov. Contract Opportunities is the single point of entry for posting of synopsis and solicitations to the internet. Hard copies of the solicitation will not be provided or mailed. Interested offerors should monitor the Contract Opportunities page located at https://beta.sam.gov for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidder's mailing list.
