THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. � This synopsis/solicitation 1305M220QNMAN1087 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-05. ������������������������������������������������������������������������������������������������������������������������������������ The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations, Platform Acquisition Division (PAD) requires the purchase of online publications to assist in the development of specifications for new ship construction, modifications, and reparations.� The publications (standards, regulations, and industry guidelines) shall cover a variety of subjects entailing hull, mechanical, and electrical systems, particular to systems, subsystems, or components used within the ship construction industry or applicable to systems or subsystems used within the marine industry.� � ���� The Contract Period of Performance is a Base Year and 4 Option Years (June 1, 2020 � May 31, 2025).��� The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.� This RFQ is being issued on an unrestricted basis.� The associated NAICS code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a business size standard of 1000 employees. Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: � The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror;� Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any. A completed copy of the representations and certifications at FAR 52.212-3 starting on page 18 of the Open Market Clauses attachment.� � Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. � All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:59 P.M. Eastern on May 13, 2020; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.� Offers must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov.� All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by10:00 A.M. Eastern on May 11, 2020. Telephonic requests will not be honored. The anticipated award date is on or about May 30, 2020.� All interested parties wishing to submit a quote must be registered in the SAM database at the time of submission to be considered for award.
