Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Photon Spot, Inc, for the procurement of a cold head system upgrade and cryogenic system RF/optical upgrade to of an existing SNSPD (superconducting nanowire single photon detector) cryostat system. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST), Microsystems and Nanotechnology Division, purchased the Photon Spot, Inc. Cryospot 4 system in May 2015. This system has essentially been in continuous use since installation in October 2015.� It's primary function is to achieve a low enough temperature for a long enough period of time to enable operation of superconducting nanowire single photon detectors (SNSPDs) that are housed within it. The system is in need of repair and upgrade as follows: (1) refurbishment of the cold head and leak check and potential refill of the sorption fridge to return to original operation performance; (2) replacement and gold plating of internal components to avoid corrosion; (3) increase in the fiber optic and coaxial capacity of the system; (4) updating of the control software to match newly installed hardware; and (5) retesting of both the cryogenic system and the installed SNSPDs to verify performance. Extensive market research conducted by NIST confirms that Photon Spot, Inc. is uniquely qualified to provide the required equipment upgrades due to the following: 1. The control software used to run the system needs to be further customized/updated to make it compatible with the upgrades.� This software has been created by Photon Spot, Inc. and they are the only vendor with access to the source code, and thus the only source that can make the required changes. 2. The helium sorption fridge is manufactured by Photon Spot, Inc. and needs to be leak checked and refilled if necessary, to meet the overall performance required.� Photon Spot, Inc. �has a proprietary process for refilling and resealing the fridge. 3. Hardware that requires replacement and gold coating were originally manufactured by Photon Spot, Inc. and they are the only source that has access to all requisite mechanical drawings, etc. 4. The cryostat contains Photon Spot, Inc. SNSPDs which need to be tested and compared against their original performance.� Therefore, Photon Spot, Inc. is the only source with the capabilities to provide the necessary upgrade services, based on the reasons as stated above. � Delivery shall be FOB DESTINATION or equivalent INCOTERMS (Delivered Duties Paid) and shall be in accordance with the Contractors established manufacturing lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is 22M. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
