- **This combined synopsis/solicitation was updated on 4/28/2020 at 11:01�AM EST to update the Q and A documentation** **This combined synopsis/solicitation was updated on 4/24/2020 at 3:04�PM EST to update the Q and A documentation** **This combined synopsis/solicitation was updated on 4/23/2020 at 12:13 PM EST to add Q and A documentation** COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation (�synopsitation� hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial supplies, i.e. Air Force Marathon Shirts, as described under the attachment titled �Statement of Work.� and �Solicitation Document.� The contract will have a period of performance consisting of one (1) base year. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial supply procurement using Simplified Acquisition Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror based upon (1) following the requirements of the synopsitation; (2) the ability to comply with the minimum requirements stated in the Statement of Work (SOW) by providing a complete description of the equipment provided; and (3) Price. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. Synopsitation Number: FA8601-20-Q-0073 This acquisition is a Non-Appropriated Fund Acquisition (NAF) and therefore will be competed Full and Open. Synopsitation Closing Date: Proposals must be received not later than 12:00 PM, Eastern Standard Time on 1 May 2020. Submit electronic proposals via e-mail to: eric.lagasse@us.af.mil and michael.bonham@us.af.mil Any correspondence sent via e-mail must contain the subject line �Synopsitation FA8601-20-Q-0073, Air Force Marathon Shirts� The entire proposal must be contained in a single e-mail that does not exceed five (5) megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright- Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. A detailed description of the requirement including period of performance, provisions and clauses, representations and certifications, and specifications are provided in the attached documents. Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document. This is a non-appropriated funds purchase, and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
