Description
Background:� The federal government is seeking effective industry standards to enhance� existing landscaping services� for The General Services Administration Region 8 Rocky Mountain Region through vendor collaboration and input.� Focus: The objective is to help GSA understand the multiple challenges that new and current companies face both internally and externally when deciding to bid on and perform snow removal services for the Federal Government.� This includes the considerations, risks and investments that businesses of various sizes and markets must make to obtain projects and successfully stay in business.� This initiative is designed to improve GSA�s understanding of industry processes and methodologies related to proposal preparation, best practices, and various contract performance considerations. This will provide the GSA acquisition workforce an opportunity to learn about the issues that are most important to industry when doing business with the Government� GSA intends to use an RFI/Draft Performance Work Statement (PWS) release, potential Reverse Industry Day, and possible future one-on-one engagements with industry, to aid in GSA� development of sound programmatic requirements as well as preparation of its requirements packages.� To prepare for the multiple strategic improvement opportunities listed above.� Anticipated changes will be communicated in a timely manner with industry. Industry Questions/Input: GSA is seeking market research information to develop an acquisition strategy to acquire landscape services for several of our strategic initiatives as described in the attached PWS. Under this RFI, GSA is seeking comments, suggestions, and/or responses in the following areas: Does your company currently have an existing contract with the Government? How many total square footage does your contracts currently support?� How many of your current contracts are federal?� How many of your current contracts are commercial/private sector? Does your company plan on proposing if GSA solicitation(s) are issued?� If so, please indicate which site location your company would propose and provide your company name, business size, and socio-economic status. In the past if you have responded to a Source Sought that you were interested in, but not provided a quote for the solicitation, what deterred you from providing a quote? ,Was it something in the solicitation that deterred you from providing a quote? Which of the scope requirements may be most difficult and/or costly for your company to satisfy?� What additional information would improve your understanding of these challenging requirements? What existing Federal contract vehicles do you have with scope and ceiling sufficient to meet specific GSA needs? (e.g. GSA schedules, BPAs, etc.).� Provide a link if the vehicle is available online. Identify and describe any commercial tools / products / services leveraged by the services / product you offer that meet GSA needs, including whether they are required or optional.� What do you feel are items that should be included in the evaluation criteria?� What is important to the success of these types of contracts? What additional details and/or information would be needed from GSA in order for industry to be inspired to provide a proposal(s)? Would you be interested in a Reverse Industry Day? GSA is still in a planning stage of this concept but we believe there is added value in having you as industry come and talk to us to improve these contracts. The idea behind a reverse industry day will consist of a Q&A and further discussion. If you are interested in participating in this please let us know.� Please Provide us with the following POC (Name, company, email and phone) Any questions your company may have for GSA� Topics your company would like to present to help educate the government on industry trends, and/or private industry / other governmental agency requirements that GSA Region 8 should adopt. PWS Review GSA is seeking the review of its attached draft Performance Work Statements (PWSs) for each of the strategic improvement opportunities described above. Specifically, GSA is looking to determine industry interest in providing the services described in each of the PWSs, industry�s ability to perform this work, and industry recommendations on how to best meet the draft requirements identified in this RFI. We would appreciate your time and if you could provide us with any recommendations, edits or improvements.� Please download the PWS and make suggestions on a new document and submit with your Company�s Capability Statement. Please rename the PWS document when returning it to identify it with your company. For edited documents ensure that you utilize track changes when reviewing the PWS and highlight any adds. All information contained in this RFI is preliminary, subject to revisions and is not binding on the Government Capabilities Statements: Contractors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, address, business size. 2. Company status: *Company size and applicable socioeconomic status 3. Affiliate information: parent company, joint venture partners, and potential teaming partners. 4. Provide summaries for one to three similar projects (as described) above that demonstrate the small business firm's past experience. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-4) as stated above. All responses are due by May 21, 2020� 2:00 PM MT and shall be submitted to Tiffany Campbell, Contract Specialist, Tiffany.Campbell@gsa.gov,� The RFI notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government.
