Description
INTRODUCTION The Naval Sea Systems Command (NAVSEA), on behalf of the Support Ships, Boats, and Craft Program Office (PMS325) is conducting general market research and assessing the interest and/or capabilities of the industrial base via a Request for Information (RFI)/Sources Sought Notice.� All interested parties, including but not limited to capable small businesses are encouraged to respond to this RFI.� Lack of response by capable small businesses may influence the Government�s determination regarding whether the potential for a small business set aside exists. �This RFI/Sources Sought Notice is for planning purposes only.� DISCLAIMER This is a Request for Information (RFI) notice only.� This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services.� This notice does not constitute a solicitation or a promise of a solicitation in the future.� This RFI does not commit the Government to contract for any supply or service.� Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI are solely at the responding parties� expense.� It is desirable that data be received with unlimited rights to the Government. �Nevertheless, we recognize that proprietary data may be included with the information provided. �If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. �Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response.� The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified.� Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement.� The Government will not be obligated to pursue any particular acquisition alternative because of this RFI.� Responses to the RFI will not be returned.� Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.� Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations.� WORK REQUIREMENTS The Navy Cable Ship T-ARC(X) notional characteristics and performance requirements are shown below. T-ARC(X) Notional Characteristics: Beam� � � � � � � � � � � � � �21.5 m Draft� � � � � � � � � � � � � � �8 m (max) Displacement� � � � � 16,600 MT Length (overall)� � � 149 m T-ARC(X) Performance Requirements� Design Standards� Designed to American Bureau of Shipping (ABS) Marine Vessel Rules (MVR) with United States Coast Guard (USCG) Certificate of Inspection (COI) and comply with other regulatory body requirements such as International Convention for the Prevention of Pollution from Ships (MARPOL) and Safety of Life at Sea (SOLAS). Expected Service Life - 40 years Expected Lead Ship Delivery� Ship delivery is planned for no more than 48 months after contract award. Speed� -�15 knots Range -�10,000 nm Endurance -�60 days Approximate accommodations -�100 Seakeeping and Maneuverability Cable operations in all headings through SS5. DP-2 dynamic positioning. Position keeping and trackline operations through SS5.� � Cable Installation and Repair Cable installation without burial up to 7 knots; with burial with a 3 m Sea Plow at 1,500 m depth up to 1.5 km/hr. Cable repair operations with an ROV to 1,500 m depth and without an ROV to 8,000 m depth.� Recover cable with max of 50 MT and hold two cables with tension of 40 MT each. Payload Capacity and Configuration (Cable Tanks) At least two main cable tanks with a total capacity of 3,200 cubic meters and 4,812 MT.� Spare tank capacity of 500 cubic meters and 688 MT. Sea Plow and ROV Launch and Recovery Sea Plow through SS5 at any heading ROV through SS5 at best heading. Moonpool Capable of deploying and retrieving payloads through SS4 with dimensions of 7.01 m (23 feet (ft)) length by 2.44 m (8 ft) width by 2.59 m (8.5 ft) height and a weight up to 13.6 MT (30,000 lbs) through a vertical well extending through the vessel from deck to bottom. Mission Operation Sonars Hull-mounted sonar suite for mission operations including wide area bottom mapping to 11,000 m depth. �The new Navy cable ship class will replace the aging existing USNS ZEUS (T-ARC 7).� A single ship is currently planned, with the potential for one additional ship being required.� � The Government is also interested in learning about existing commercial cable ship designs or other designs with modifications that would meet the stated work requirements. �The Government anticipates holding an Industry Day in April 2020, prior to the release of the Industry Studies Request for Proposals (RFP).� A second RFP for lead ship Detail Design and Construction (DD&C) with an option for a follow ship planned for FY23. NOTIONAL ACQUISITION STRATEGY The Government anticipates awarding multiple contracts for Industry Studies, to solicit feasibility, affordability, innovation, cost-capability trade studies, and design technical maturity in FY20. � INSTRUCTIONS TO INTERESTED PARTIES The Navy is interested in conducting market research from interested parties capable of designing, integrating, and/or constructing the notional cable ship described above or major integrated systems as described above and assessing the interest and/or capabilities of the small business industrial base. �Design agents, integrators, suppliers, and shipbuilding industry participants are encouraged to submit the portion of the below information that is applicable to their interest and expertise. �Interested parties are free to submit any information which may assist the Navy in its market research. �Market Research information requested: A description of the proposed existing cable ship design or other ship designs with modifications that meet the stated work requirements. Design and engineering capability, whether in-house and/or subcontracted. If the respondent is a shipyard, provide description of construction facilities and projected workload, a yard plan which includes available build position capable of handling the notional cable ship transition and launch process from build position(s), producibility considerations for cable ships and whether the facility has the capacity to build two of the notional cable ships at the same time. If the respondent is a shipyard, provide description of maximum length, beam and draft for ship construction at your facility.� If unable to accommodate the notional ship size described above, please provide potential mitigations/facilities improvements required to alleviate those constraints. Previous contracts and experience for DD&C of ships of similar size and complexity, particularly hull form, structures, propulsion, LARS/handling equipment, and moonpools. Size of the respondent�s company, average annual revenue for the past three years and the number of employees. Risk areas and recommended mitigation activities NAVSEA should consider in its acquisition planning. Responses should be submitted using Attachment 1, PMS 325 Market Research Questionnaire, to this notice. If the respondent is a Small Business, complete the enclosed Industrial Base Capabilities Assessment Questionnaire (Attachment 2).� All small businesses MUST complete the capabilities questionnaire.� Please note that failure to respond to this RFI may affect the Government�s small business set aside decision. ADDITIONAL INFORMATION This RFI announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government.� Please note that the Government will not reimburse participants for any expenses associated with this RFI.� The Navy will not assume liability for any costs incurred, therefore, any costs incurred in response to this notice are not considered an allowable direct charge to the Government.� Not responding to these events will not preclude participation in any future solicitation, if one is issued.
