- This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Proposal, a Request for Quotation, or Invitation for Bids.� There is currently no solicitation package available.� It shall not be construed as a commitment by the Government to award a contract as a result of this request for information.� The Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Lakehurst NJ (NAWCADLKE) is requesting information from industry in order to identify Retrieve Drive manufacturers capable of producing an E28 Retrieve Drive to be integrated into the Legacy E28 Arresting System.� The E28 Arresting System has been in service for over 35 years and the current Retrieve Drive System is obsolete with no spares and does not meet required Tier 4 Federal Emissions Standards. PURPOSE: This notice is part of Government Market Research, a process for obtaining the latest information on the �art of the possible' from industry with respect to their current abilities. All company proprietary information contained in the response shall be separately marked. Any proprietary information contained in response to this request that is properly marked will be properly protected from unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition so as to not inadvertently restrict competition. OBJECTIVES: The objectives of this Request for Information (RFI) are to identify responsible sources and interested parties who have a fully developed, commercially available solution that can meet or exceed the identified requirements for the E28 Retrieve Drive.� �� BACKGROUND: The E28 Emergency Arresting System provides Naval and Marine Corps Air Stations with the ability to safely recover tail-hook equipped aircraft in the event of an emergency landing, aborted take-off, or training. The E28 Retrieve Drive is a subcomponent of the E28 Arresting Gear System providing the ability to quickly retract the system into the ready position. The legacy E28 Retrieve Drive is comprised of a gasoline retrieve engine and torque converter/clutch assembly that are obsolete and no longer supported by OEMs; and the gasoline retrieve engine is non-compliant with EPA requirements affecting maintenance and system availability. REQUIREMENTS: The E28 Retrieve Drive shall be fully developed, commercially available and compatible with the fielded legacy E28 Retrieve Drive base plate and mounting requirements, and be compliant with Tier 4 Federal Emissions Standards.� The E28 Retrieve Drive shall include a Tier 4 diesel engine, engine driven coolant pump, mounting frame and hardware, power take off clutch, fluid coupling or torque converter, speed reducer gearbox with backstop clutch, required sprockets, and engine control panel. If there are any data, tests, or certifications, including but not limited to those performed by third party test facilities, please include with your response. Engine shall be 64 HP diesel minimum Engine shall be compliant Tier 4 intermediate with associated National Security Exemption (Threshold) or Tier 4 Final (Objective) Speed Reducer Gearbox shall have a ratio of 10 to 1 Speed Reducer Gearbox shall be compatible with E28 Roller Chain (size ASA Standard 120, pitch 1.5, roller diameter 0.875�) Power Take-Off Clutch provides the connection between the engine and the retract system.� The clutch is engaged and disengaged by means of a handle. Power take off clutch shall include handle for ease of operation. Water Pump shall have a flow rate of 84 GPM at 1800 RPM (Threshold). �The inlet and outlet shall be 2-11.5 NPT for compatibility. Temperature ranges of normal operation shall be between -40F to 125F Base shall be compatible with existing E28 base plate bolt pattern Electrical system must be compatible with existing 12 volt pre-tension warning system Battery shall be Absorbent� Glass Material or equivalent Engine Control Panel shall provide user interface to control the starter, choke, throttle, and ignition.� Engine Control Panel shall display the hour meter, tachometer, oil pressure gauge, and ammeter. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA251 Program Office or NAWCAD Lakehurst will contract for the items contained in the RFI. NAVAIR will not pay respondents for any information generated for or provided in response to this RFI. The Government will not reimburse the respondent for any costs associated with the information submitted in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
