COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM FOR ACADEMIC MAINTENANCE TRAINING ON THE C-40A AIRCRAFT INTRODUCTION Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy�s Command Aircraft Crew Training (CACT) program for the academic maintenance training on the C-40A. �This acquisition is necessary to facilitate practical training and repair application on general aircraft systems with focus on C-40A (Boeing 737-700C IGW) airframe, power plant systems, electrical /avionics systems in the C-40A Fleet. Each of the C-40A Maintenance Training courses shall be capable of meeting Air Transport Association (ATA) Specification 104 Level II or higher criteria. NAWCTSD intends to award in accordance with FAR Part 12 � Acquisition of Commercial Items.� A commercial, Firm-Fixed-Price (FFP) requirements contract is anticipated with a 60-month period of performance commencing 01 February 2021. �The applicable NAICS code for this requirement 611512, size standard $30.0 million. The Product Service Code is U099.� Interested parties may identify their interest and capability to respond to the requirement no later than 2 pm, EST, 23 May 2020.� The results of the Sources Sought will be utilized to determine sources capable of satisfying the agency�s requirements. This market research tool is being used to identify potential and eligible contractors, of all sizes, prior to determining the method of acquisition. Estimated Request for Proposal release:� August 2020. Estimated Award:� January 2021. Period of Performance:� 60-months. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.� PROGRAM BACKGROUND NAWCTSD, Orlando, FL is the contracting and administrative agent for CACT Programs. In accordance with this designation, NAWCTSD provides a contract vehicle and administrative support for training on the C-40A. This requirement is a follow-on procurement; awarded to Delta Air Lines, INC. contact number N61340-16-D-0002. �The existing contract is a commercial, Firm Fixed Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type, due to expire 31 January 2021. REQUIRED CAPABILITIES The C-40A Maintenance Training courses shall be capable of meeting ATA Specification 104 Level II or higher criteria.� The contractor shall provide C-40A specific individual courses to include: Maintenance Training Standard Course, Mobile Maintenance Training Standard Course, Aircraft Rigging Maintenance Course, CFM56-7 Removal/Installation Course, CFM56-7 Engine Maintenance Course, CFM56-7 Flight Line Troubleshooting, FWD Air Stairs Course, AFT Air Stairs Course. Additional C-40A maintenance training or training courses may be required, at Government expense, if training requirements change. � For all courses, the contractor shall provide: All the Necessary facilities (excluding mobile course facilities as noted) Certified instructors Management personnel� Scheduling and administrative personnel Materials Rights for use of materials for this contracted training and training devices Courseware materials needed for each course Other services necessary for training for maintenance personnel of the Navy's C-40A (Boeing 737-700C Increased Gross Weight (IGW) configured for the U.S. Navy)� ADDITIONAL INFORMATION 1.� Courses are stand-alone in that no contractor, pre-arrival training requirements of the trainee will be allowed.� Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. The Navy must approve all course-training syllabi (Approved Training Syllabus (ATS)). The contractor will be required to submit a training syllabus for each course for government approval. 2.� �The contractor shall provide for all courses actual or mock components (avionics, engines, engine components, etc.) in order to provide real-life hands-on training,� a Systems Familiarization Trainer/(SFT-low cost mockup) or equivalent higher order training device depicting cockpit and/or aircraft systems for trainee's to practice systems checks, identify equipment, observe aircraft system operations and review checklists.� 3. The contractor shall provide for courses, where identified, a Maintenance Systems Training Device (MSTD) that depicts specific applications and/or aircraft systems (e.g., avionics, electrical).� The MSTD training device shall be an interactive trainer capable of student input and trainer system indications/ responses (action-reaction capability).� MSTD(s) (not a visual or motion simulator) training periods shall minimally include applicable safety and maintenance systems checks compliant to course ATA 104 level requirements.� Use of aircraft full flight simulators (used in training pilots) is not desired if use causes added cost value to the contract. Trainees must pass a course final exam.� Training Locations� Courses taught at a Contractor training site must be within 30 minutes of commercial lodging and eating establishments.� Training shall take place in an environmentally conducive, contractor facility for learning.� Additionally, upon request, Navy directed maintenance training shall be conducted at a Government specified site (mobile).� The Navy will provide a classroom, chalk/marker board, projector screen, VCR/DVD and overhead projector for mobile maintenance courses.� Government site (mobile) maintenance course locations will be determined at the time of the requirement.� All training sites will be within the continent of the United States (not Hawaii or Alaska) and may be for one or more maintenance courses per trip.� Training device requirements for government site (mobile) courses shall be performed in a Navy provided C-40A aircraft or waived as a requirement. ELIGIBILITY The applicable NAICS code for this requirement 611512, size standard $30.0 million. The Product Service Code is U099. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Businesses capable of accomplishing the required services are invited to submit literature, brochures and capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch.� Summaries shall identify, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact).� Brevity of extraneous information is desired. Deviation 2020-O0008 is now in effect which includes the definition of �Similarly Situated Entity� and provides a revised methodology for the 50% calculation for compliance with the clause. Small business primes may count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize �similarly situated entities� to meet the Limitations on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in addressing requirements as outlined in the SSN in order to assist the Government�s capability determination. Small businesses shall also identify any applicable socio-economic status. The contract type is anticipated to be a Commercial, FFP, IDIQ contract. The estimated period of performance consists of 60 months. The proposed contract is anticipated to include tasking that would be accomplished by task orders that are subject to FAR Part 12- Acquisition of Commercial Items. The results of the sources sought synopsis will be used to assist in the determination of an acquisition strategy, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal as appropriate.
