- � � � This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. � � ��The associated North American Industry Classification System (NAICS) Code is 611430 � Professional and Management Development Training. � � � This is a small business set-aside solicitation in accordance with FAR Subpart 19.5 Set-Asides for Small Business. � � � DLOD requires professional services support to facilitate specific training paths or individual courses to ensure CDER staff are well prepared to address mission critical objectives.� This acquisition is to support content in the areas of Accountability, Rights, and Responsibility. � � � The Holding Federal Employees Accountable for Performance and Conduct (Supervisory) course will provide CDER supervisors training on disciplinary actions and unacceptable performance actions; establishing rules of conduct; proving misconduct; selecting a defensible penalty; providing due process via agency discipline procedures; writing valid performance standards; removal for unacceptable performance in 31 days. � � � The Employee Rights and Responsibilities training will provide an overview of the Merit System Principles, and discuss topics including the No FEAR Act; Federal Civil Services protections; the Whistle Blower Protection Act; the right to participate in a union; avenues of redress of complaints and rights to a hearing before a judge; employee performance and conduct obligations in balance with supervisory authority; and personal liability in relation to law suits, crimes, and/or administrative sanctions. � � � �The Government expects to achieve the following objectives: Equip CDER supervisors with the necessary guidance on employee rights and responsibilities in the Federal Workplace. Comprehensive facilitation of the training course(s) as detailed further in the SOW. � � � The Contractor shall provide the full professional and technical services and support necessary to facilitate and conduct the training to support Holding Federal Employees Accountable for Performance and Conduct (Supervisory) and Employee Rights and Responsibilities.
