- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Coherent, Inc. 5100 Patrick Henry Dr.; Santa Clara, CA 95054-1112 for the purchase of six (6) chirped volume holographic gratings to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire six (6) chirped volume holographic gratings. The gratings are to be used for NIST�s overall goal to improve the spin exchange optical pumping efficiency, hence, improving the neutronic performance for the NCNR user experiments. Specifically, the gratings will be used for spectrally narrowing the high-power laser diode arrays via use with 10 mm long diode laser bars that produce 100 watt of optical power at a vacuum wavelength of 795.0 nm. The gratings will also be used in conjunction with several spin-exchange optical pumping (SEOP) systems that are located in different labs and are used for polarizing 3He gas for different instruments and applications. Using gratings from Coherent Inc. is common to these SEOP systems and has been tested to be essential for achieving a high performance for government's application. The required gratings must be provided by Coherent, Inc. to �allow seamless use with the existing SEOP systems and to work in conjuncture with the experiments with three international collaborators seamlessly. Coherent Inc. is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
