SOURCES SOUGHT ERBIL AIRBASE ALTERNATE TAXIWAY, ERBIL AIRBASE, IRAQ (PLANNING, DESIGN, AND CONSTRUCTION) Project Number:� 2018-0093 NOTE:� This is a Sources Sought publication ONLY.� This announcement is issued solely for information and planning purposes only (i.e., market research) � it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or a Request for Proposal (RFP); or a promise to issue an RFQ, IFB, or RFQ in the future.� This publication does not obligate the United States (US) Government to any contract award.� This notice does not restrict the Government as to the ultimate acquisition approach.� Responses to this publication shall be for informational purposes only.� The Government will not pay for any information or administrative costs incurred in response to this publication.� Submittals will not be returned to the responder.� Limit document submission to a maximum of 10 pages, one-sided (including attachments and questionnaires).� Hard copies or facsimile submission will not be accepted.� Cover Letters and extraneous materials (e.g., brochures, pamphlets, etc.) will not be considered.� Request for a meeting or personal visits to discuss this publication is not permitted.� 1. CONTRACT INFORMATION.� The US Army Corps of Engineers (USACE), Transatlantic Afghanistan District is seeking capable sources for the planning, design, and construction of the Erbil Airbase Alternate Taxiway, Erbil Airbase, Iraq. 2.� PROJECT SCOPE:� The contractor shall be responsible for the design, material, labor, and equipment to accomplish the following two phases of this requirement: Phase 1 This portion of the work is for the emplacement of a concrete pavement taxiway matching roughly in dimension to the USG provided concept drawings. The work consists of but is not limited to the following: All existing conditions survey and design documents. Geotechnical report of the existing soil characteristics and to ensure no unfavorable conditions under the proposed alternate taxiway. Demolition, removal and disposal of an existing pump house structure. The proper plugging and abandonment of a water well of unknown depth. Removal of any existing piping or plumbing infrastructure that is associated with the water well. The accommodation or potential reroute of an existing fiber optic line. Excavation and haul of site materials as necessitated by Contractor provided design documents. Preparation and testing of subgrade as outlined in Contractor provided design documents. Providing engineered fill and testing as outlined in Contractor provided design documents. Re-shape: cut, fill and contour of the area to preclude the ponding of water. Concrete Pavement (PCC) to include all formwork, reinforcement steel, dowel bars, tie-bars, crack inducers (as necessary), saw cutting (in most cases widened joints), joint filler, backer rod, pourable sealant, airfield grade striping and visual navigation aids as outlined in the Contractor provided design documents. Shoulder work and Safety Zone work as outlined in the Contractor provided design documents. Provide and install a pavement subsurface drainage system along the proposed taxiway. Prepare existing pavement with smooth saw cuts to ensure that the transition from the new taxiway to the existing pavement is smooth. Phase 2 This phase will commence upon the completion of Phase 1. The Contractor will cut existing taxiway (R02A) in order to emplace a culvert that will convey water to the drainage system on the western side of Erbil International Airport (EIA). The existing asphalt is between 9 inches and 10.5 inches (228.6 mm to 266.7 mm) thick. The contractor will ensure that the cut section is repaired to accommodate the same aircraft utilized in the Phase 1 design, using asphalt instead of concrete. The service road along the west side of R02A will also need to be cut to emplace a culvert to convey the water into the existing drainage system. The service road is a gravel/asphalt road. Properly shape and grade the surrounding terrain to ensure the tie in to surface drainage structures that enables positive drainage with minimal maintenance. The contractor will ensure that the service road is repaired once the culvert is emplaced. The Contractor will ensure proper barricades are emplaced and coordination with base management for the closure of both the gravel road and R02A. Pursuant to the Federal Acquisition Regulation Part 36, https://www.acquisition.gov/content/part-36-construction-and-architect-engineer-contracts, the magnitude for this project is between $5.0 million (M) and $10.0M.� � � 3.� PROPOSAL PROCEDURES:� The Government anticipates soliciting the procurement using full and open competition.� One solicitation will be issued for the acquisition consisting of a Request for Qualification (RFQ) during Phase One pursuant to FAR Subpart 36.3, Two-Phase Design-Build Selection Procedures; and a Request for Proposal (RFP) for Phase Two pursuant to FAR 15.101-1, Tradeoff Process. The anticipated award date is September 2020. 4.� SUBMISSION REQUIREMENTS:� The Government is seeking to identify qualified sources under the anticipated North American Industry Classification System (NAICS) Code 236220 � Commercial and Institutional Building Construction, either singly or as part of a Joint-Venture.� Size Standard $36.5M.� 5.� BONDING CAPACITY:� Bonding will be required for this project.� Provide the name of the surety identifying your firm�s single and aggregate bonding capability, if applicable.� ��� In response to this sources sought, please submit the attached Market Research Questionnaire and Experience Form, along with other documents (e.g., bonding information) relative to the firm�s capabilities; and submit electronically via email no later than 8 May 2020 at 10:00 AM local (Afghanistan) time to Contract Specialist(s) Travis Specht at Travis.J.Specht@usace.army.mil and Temekka Ellis at Temekka.S.Ellis@usace.army.mil, and Contracting Officer Michael Hughes at Michael.W.Hughes@usace.army.mil.
