- Architect-Engineer Services, Indefinite Delivery Architect-Engineer Services Contract (Total Building Commissioning CxG and CxD) for Miscellaneous Projects in the Pacific Region THIS IS A SOURCES SOUGHT NOTICE and is for informational purposes only.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from SMALL BUSINESS, 8(a), SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB), HUBZONE, AND/OR WOMEN OWNED CONTRACTORS interested in providing services under an Indefinite-Delivery Architect-Engineer Services Contract (Total Building Commissioning CxG and CxD for Miscellaneous Projects in the Pacific Region.� This IDC will have a period of performance no more than 5 years where specific work requirements will be issued on an individual basis as firm-fixed price task orders. The total shared monetary capacity of this IDC is estimated at $9,900,000. The North American Industry Classification (NAICS) code for this project is 541330 �Engineering Services�. The Small Business size standard for this NAICS code is $16.5M average annual revenue.� Firms must have primary capability in Total Building Commissioning (TBCx) Services in accordance with Engineering Regulation (ER) 1110-345-723 Total Building Commissioning Procedures, Engineering and Construction Bulletin (ECB) 2015-6, Unified Facilities Guide Specifications (UFGS) Section 01 91 00.15 Total Building Commissioning, Unified Facilities Criteria (UFC) 1-200-02 High Performance and Sustainable Building Requirements, and all applicable criteria.� The A-E shall provide Commissioning Specialist for the Government (CxG), and Commissioning Specialist for the Design Phase (CxD).� The CxG shall have expertise in the commissioning of facilities of type of similar scope and complexity comparable to the individual project, and is responsible representing the Government in providing Government oversight during the commissioning process (design and construction phases).� (Note: The CxG is not acting as an agent of the Government and does not have authority to change the scope of work. All changes shall be coordinated through the Contracting Officer�s Representative and Contracting Officer.)� The CxD shall have expertise in the commissioning process for facilities of a scope and complexity comparable to the individual project, and is responsible for the commissioning activities during the design phase.� Computer-aided drafting (CAD), format of CAD products, understanding and compliance with Architectural/Engineering/Construction (A/E/C) standards will be required. Building Information Modeling may be required. Selected projects may require metric units. If your firm is interested and capable of performing the work identified above, please provide a response to this sources sought. Interested prime contractors should submit the following: a. Declaration that your firm intends to submit a proposal for this project should it be formally advertised. b. CAGE Code and DUNS number and expiration date in SAM.GOV. c. Size of firm (large or small), to include category of Small Business if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, etc. d. Statement of Capability (SOC) stating your firm's skills, experience, past performance, and knowledge required to perform this work.� Your firm shall identify whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (joint venture or sub-contracted). For each project listed in your SOC, please provide a title, contract number, total contract amount, location, and project description. Limit your past experience / performance information to no more than three (3) projects. e.� Responses shall be no longer than four �(4) pages in length. Email responses are required.
