Description
THE PURPOSE OF AMENDMENT 0002 IS TO: 1. Extend the closing date from Friday, April 24th, 2020�at 2:00pm EST to� Wednesday, April 29th, 2020 at 2:00pm EST. 2. Update Section L, Note 2 as follows: Delete: NOTE 2: All quote submissions will be evaluated by the Government on a Lowest Price Technically Acceptable (LPTA) basis. In order to be determined technically acceptable, the Offeror must: 1) quote the items specified in accordance with the specified drawings and the required quantities; 2) the offeror shall provide responses to each of the following factors in sufficient detail to allow the Government to make a best value assessment of the offeror�s capability a. submit copper soldering process/inspection plan inclusive of all figures, as well as its copper soldering certification, limit of five (5) pages maximum. b. provide a description of its past plastic precision machining experience, limit of two (2) page maximum. Insert: NOTE 2: All quote submissions will be evaluated by the Government on a Lowest Price Technically Acceptable (LPTA) basis. In order to be determined technically acceptable, the Offeror shall: 1) deliver all items 16 weeks after date of order, or sooner; 2) quote the items specified in accordance with the specified drawings and the required quantities; 3) provide responses to each of the following factors in sufficient detail to allow the Government to make a best value assessment of the offeror�scapability a. submit copper soldering process/inspection plan inclusive of all figures, as well as its copper soldering certification, limit of five (5) pagesmaximum. b. provide a description of its past plastic precision machining experience, limit of two (2) page maximum. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.� THE PURPOSE OF AMENDMENT 0001 IS TO ANSWER QUESTIONS FROM INDUSTRY AS FOLLOWS: QUESTION #1: �The solicitation lists a quantity requirement�of (1) for Booter -100-1, which is the highest level assembly�that includes a list of subcomponents in the Bill of Material on the drawing. The solicitation also requests a quantity one each of the subcomponents. Do you require one assembled unit (100-1) AND one each of the subcomponents? Is assembly required or should the components be shipped loose and unassembled? ANSWER #1: We are requiring a quantity of one (1) for BOOTER-100-1, which includes BOOTER-200-1, BOOTER-300-1, BOOTER-400-1, BOOTER-500, and BOOTER-600-1.� We do not want duplicates of the subassemblies.� QUESTION #2:�On items Booter-500 and Booter-600-1, there are three option columns in the Bill of Material (4-INCH, THIN LINE and 2-INCH). Which option is required for this project? ANSWER #2:�For BOOTER-500 and BOOTER-600-1, we want the entirety of the drawing, i.e. the 4-INCH, THIN LINE, and 2-INCH options. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.� PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a competitive basis in accordance with FAR 13.106-1(a)(1), custom designed (build-to-print) Towed Array Booting facility components on a Firm-Fixed Price basis. This procurement is set-aside 100% for Small Business under North American Industry Classification System (NAICS) Code for this acquisition is 332510. The Small Business size standard is 750 employees. In accordance with FAR 5.202(a)(13), the requirement for synopsis has been waived. The solicitation, N66604-20-Q-8181, is released and is attached as part of this notice. The delivery schedule is sixteen (16) weeks ADC. Delivery will be F.O.B. Destination Naval Station Newport, RI 02841. The drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DoD Contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the drawings. Upon RFQ issuance, please visit http://www.dlis.mil/jcp for further details on the program and registration. To obtain a copy of the drawings your account in beat.SAM needs to reflect your JCP certification. The drawings are uploaded to the site as an attachment with limited access by JCP certified companies only. Offerors must be registered in System for Award Management (SAM). Registration information can be found at http://www.sam.gov. Full text of incorporated FAR/DFARS clauses and provisions are available at: www.acquisition.gov/far. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors shall include price, shipping costs, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor DUNS number. Quotes shall be submitted electronically to Taylor Curtis at taylor.curtis1@navy.mil and must be received on or before Friday, April 24th, 2020 at 2:00PM Eastern Standard Time (EST).
