- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N0060420Q4025. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-05, effective 30 March 2020 and DFARS Publication Notice 20200408. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 485510, Charter Bus Industry and the Small Business Standard is $16.5M. The proposed contract is a Competitive, Unrestricted Action. The NAVSUP Fleet Logistics Center (FLC), Pearl Harbor (PH) Regional Contracting Office requests quotations from qualified NAVSUP FLCPH Bus Service BPA Holders capable of providing the RIMPAC 2020 Bus Services which will result in a Firm Fixed Price (FFP) Call. CLIN 0001�BUS SERVICES FOR THE PHASE 1 PERFORMANCE PERIOD OF 27 JUNE 2020 THROUGH 13 JULY 2020, Quantity and Unit of Issue is one (1) Group. The Contractor shall provide the maximum number of 55-passenger buses identified on Attachment 1 for each hour and day. The required number of buses will continuously run between multiple stops at Joint Base Pearl Harbor-Hickam (JBPHH) and the Hale Koa Hotel. The buses will pick up U.S. military personnel at the stop locations on JBPHH in the following order before heading to the end location at the Hale Koa Hotel. Please reference Attachment 3 for the 2020 RIMPAC Bus Route. The first run of buses will begin at 0800 on 27 June 2020 with continuous runs as mentioned above. Please reference Attachment 1 for Phase 1 Bus Schedule. The final round trip run for this phase will leave Hale Koa hotel at 2300 on 13 July 2020. CLIN 0002�BUS SERVICES FOR THE PHASE 2 PERFORMANCE PERIOD OF 4 AUGUST 2020 THROUGH 7 AUGUST 2020, Quantity and Unit of Issue is one (1) Group. The Contractor shall provide the maximum number of 55-passenger buses identified on Attachment 2 for each hour and day. The required number of buses will continuously run between multiple stops at Joint Base Pearl Harbor-Hickam (JBPHH) and the Hale Koa Hotel. Excel Spreadsheet for Quote Submittal Attachment 5. Wage Determination No 2015-5690, Rev 14, dated 8 Jan 2020 Attachment 6. FAR 52.212-3 and Alt I Offeror Representations and Certifications (MAR 2020). All Quoters shall include a completed copy of Attachment 6, FAR 52.212-3 and Alt I with their quote or provide a statement. Failure to include this attachment OR provide a statement with your quote, may result in your offer being deemed unresponsive. If your annual representations and certifications are current in the System for Award Management (SAM), complete only paragraph (b) (on page 4) by filling out N/A in paragraph b OR provide a statement that your Reps and Certs in SAM are up-to-date. Inspection: Unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. The method of payment will be by Wide Area Work Flow and Government Purchase Card. 52.212-2 Evaluation---Commercial Items (Oct 2014). (a)The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1)Price; and 2)Technical Acceptability Quoters shall utilize the excel spreadsheet at Attachment 4 for their quote submittal. While price is a significant factor in the evaluation of quotes, the final award will be based on a combination of the lowest price technically acceptable and availability. Price: An award will be made to the lowest price responsible Quoter submitting a technically acceptable quote. Technical Acceptability: To be considered technically acceptable, the Quoter must quote on the required time slots and provide the required number of buses in the attachments of this solicitation. The required time slots and number of buses that can be provided must be filled in, even if the number is a 0 utilizing the spreadsheet provided at Attachment 4. Technical Acceptability will be rated on an �acceptable� or �unacceptable� basis using the ratings in the table below. The Contracting Officer will rank quotes from lowest to highest price, and review the technical quotes of the three lowest priced quotes first. If the lowest price quote is technically acceptable and can meet all of the bus requirements identified in Attachments I and 2, then award will be made to the lowest priced quote. In the event that none of the quotes received in response to the solicitation meet all of the requirements identified in Attachments 1 and 2, the quotes will then be evaluated by hourly rate and number of buses per hour. The Quoter(s) with the lowest hourly rate for a particular time slot will be awarded that slot OR portion of the slot until the required number of buses is reached. If the required number is still not reached, the Government will continue to evaluate next lowest priced quote until all of its requirements are met. Thus, the Government may award more than one separate BPA calls to responsible Quoter(s) in response to this one solicitation. The Quoter shall provide an on island point-of-contact (POC) for coordination purposes. Technical Acceptable/Unacceptable Ratings Adjectival Rating Description Acceptable Offer clearly meets the minimum technical requirements of the solicitation. Unacceptable Offer does not clearly meet the minimum technical requirements of the solicitation. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Other methods of submitting questions will not be acknowledged or addressed. Since the submittal of questions may result in amendments to the RFQ, it is imperative that questions be submitted as soon as possible. All questions and answers will be submitted via an amendment to the original solicitation. Quotes: This announcement will close at 10:00 AM (Hawaii Standard Time) on Wednesday, 6 May 2020. Quotes shall be submitted to Marilyn L. Hockersmith, Contract Specialist, by email to Marilyn.hockersmith@navy.mil. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. All quotes shall include price(s), a point of contact, name and phone number, business size, CAGE code and payment terms. Quoters are advised that delays can be experienced with the Government�s email system. Additionally, the email system capacity for each email is 10 MB. Emails greater than 10 MB will not be delivered and, consequently, will not be considered. Therefore, quotations exceeding the size limit must be sent via multiple emails. Zip Files are not accepted. Quotes will not be accepted by facsimile. Oral quotes will not be accepted. Each response must clearly indicate the capability of the Quoter to meet all specifications and requirements. Late quotes will NOT be considered. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will not be accepted.
