Description
The Centers for Disease Control and Prevention requires an award of a purchase order to the Agency of Healthcare Research and Quality of Rockville, MD to have �access to their Healthcare Cost and Utilization Project (HCUP) databases. The HCUP is a family of healthcare databases and related software tools and products developed through a Federal-State-Industry partnership and sponsored by the Agency for Healthcare Research and Quality (AHRQ). HCUP databases bring together the data collection efforts of State data organizations, hospital associations, private data organizations, and the Federal government to create a national information resource of patient-level healthcare data (HCUP Partners). The anticipated period of performance is 12 months from 7/26/2020. Pursuant to FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).� The CDC has determined that the Agency of Healthcare Research and Quality is the only agency that meets the requirements to provide access to the HCUP databases, which �will allow the different programs across CDC to use the HCUP state databases to monitor, identify, diagnose, investigate, and research public health related issues on topics of importance to the nation�s health. There are no comparable products on the market. Therefore, award of a Firm-Fixed Price purchase order is being contemplated in accordance with FAR Part 13.
