Description
Sources Sought for Federal Business Opportunities THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE.� This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. The Methods and Application of Food Composition Laboratory (MAFCL), Beltsville Human Nutrition Research Center, Agricultural Research Service, U.S. Department of Agriculture in collaboration with the Office of Dietary Supplements (ODS) at NIH and other federal agencies currently generates, compiles and disseminates ingredient estimates for dietary supplements, based on chemical analysis. They rely on contracts with commercial laboratories for most analyses of dietary supplements. The Dietary Supplement Ingredient Database (DSID) has been reporting on the ingredient content of dietary supplements (DSs), comparing analytically derived estimates of ingredient content to label values. The purpose of the program is to generate nationally representative estimates for vitamins, minerals and other bioactive components in DSs and to maintain the data in USDA's DSID. They are also testing the performance Quality of DS dosage. The types of DSs analyzed as part of DSID research are prioritized based on public exposure, public health significance, research interest, and the availability of validated analytical methods and reference materials. The North East Area Acquisitions & Personal Property/Fleet Division (NEA) is issuing this sources sought request as a means of conducting market research to identify parties having an interest in and the resources to provide management, supervision, labor, materials, equipment, and supplies necessary to analyze ingredients and constituents in DSs and test the quality performance of DSs as part of the DSID program. The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive proposals for a set aside. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 541380 Testing Laboratories. Submission Instructions: Interested parties, who consider themselves qualified and experienced in�performing the listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT) May 1, 2020. If your organization has appropriate qualifications and capacity to perform these contract services, please provide the following information: (1) A complete and current record of your Systems for Award Management (SAMS) which includes DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A capability statement supporting claims of organizational and staffs capability to perform Sample Analysis of dietary supplements�3) a list of related services contracts and associated federal customers with a minimum value of over $30,000 per contract year 4) if significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. NEA requests that potential sources only submit the minimum information necessary and no more than ten (10) pages. The SAM record does not count toward the ten page maximum.
