- Pre-solicitation Notice Solicitation Number: 140R1020R0005 Roza Powerplant, Switchyard Modernization, Yakima Project, Yakima County, Washington The Bureau of Reclamation, Pacific Northwest Region, Columbia Cascade Area Office, has a need for construction services for an upgrade project on the Roza Powerplant Switchyard. Work is located at the Roza Powerplant, approximately three miles northeast of Yakima Washington in Yakima County. The Roza Powerplant was built in 1958 as a canal-fed hydropower generating facility. It is located off the Yakima River in south-central Washington State. It has a single 12.9 MW, 6.6 kV generator. The Roza switchyard has two single 14MVA transformers at the generator bus voltage; the 115-kV Bonneville Power Administration�s (BPA) line feed and the 34.5 kV Roza Irrigation District (RID) line feed. A single generator circuit breaker feeds the switchyard�s 6.6 kV bus. The plant was built primarily to provide low-cost power for pumps in Roza Irrigation District. Excess generation is delivered to BPA for resale. This service is very important to the participating farmers, and interruptions can have a profound impact on the regional economy. This project seeks to restores the quality and robustness of the switchyard by upgrading obsolete critical high voltage breakers, switches, station services switchgear and relays resulting in an increase of the protection and reliability of the overall system. Work will be composed of the following: A. Removing existing 6.6kV unit breaker U1A (112) from control board. B. Removing existing medium voltage power cables from power plant to switchyard. C. Removing existing power and control cables associated with 6.6kV switchgear UZ1A. D. Removing 6.6kV switchgear UZ1A. E. Replacing foundation for 6.6kV switchgear UZ1A and installing a new service pad. F. Providing new arc-resistant 6.6kV switchgear UZ1A. G. Providing new 6.6kV switch WZ2C (413) between vaults 501 and 601. H. Provide new Vault 901. I. Remove high voltage equipment and associated overhead cable systems in switchyard: 1. 115kV disconnect switch XY1A (369). 2. 34.5kV disconnect switch XY2A (249). 3. 115kV oil (PCB) filled potential transformers VY1A-1,2,3. 4. 115kV oil (PCB) filled current transformers QY1A-1,2,3. 5. 34.5kV current transformers QY2A-1,2. 6. 34.5kV surge arresters. J. Replacing high voltage equipment and associated overhead cable systems in switchyard: 1. 115kV oil (PCB) filled circuit breaker JY1A (362). 2. 34.5kV oil (PCB) filled circuit breaker JY2A (242). 3. 34.5kV disconnect switches YY2B (241) and YY2A (243). 4. 34.5kV pole mounted switches YY2C (853) and YY4C (953). 5. Jumper bus and accessories. 6. Distribution panelboard, components, and devices. 7. Outdoor terminal boxes. 8. Exterior lighting system. K. Provide 3 CCVTs in switchyard for 115kV Line Circuit. L. Provide 3 potential transformers and 3 surge arresters in switchyard for 34.5kV Line Circuit. M. Provide 3 surge arresters in switchyard for 34.5kV Auxiliary Power Circuit. N. Providing new low voltage cabling for controls, protection, annunciation, metering, supply power, and auxiliary power needs. O. Providing new and correcting existing ground mat for modified switchyard. P. Provide grading and gravel surfacing along the perimeter of switchyard, powerplant, and warehouse. Q. Replacing 208V electrical panels in powerplant and switchyard building. R. Replacing neutral grounding transformer and resistor bank for unit. S. Earthwork consisting of excavation and furnishing and placing compacted backfill. 1. Excavation for switchyard foundations. 2. Placing and compacting backfill to refill excavations. T. Providing new duct bank across asphalt from switchyard to powerplant. U. Replacing station service equipment consisting of 6.6kV Switch Y1A, Transformer K1A, Panelboards D1A, L1A, and DSA and associated cables. V. Provide Generator Tap Box and Manual Transfer Switch for Station Service at the powerplant. W. Installation of concrete for oil containment around transformers KY1A and KY3A. X. Install float sensors for two underground vaults. Y. Performing soil sampling, testing, and removal for hazardous materials in switchyard. Z. Dispose of soil contaminated with diesel in accordance with Washington Department of Ecology requirements. AA. Testing and commissioning of equipment, cables, and system. It is expected the period of performance (POP) will be ten days from issuance of Notice to Proceed (NTP) until July 1, 2022. The North American Industry Classification System (NAICS) code associated with this project is 237130 Power and Communication Line and Related Structures Construction. The small business size standard applicable to this project is $39.5 million. The order of magnitude for this project is between $1,000,000 and $5,000,000.
