- The Government intends to award a sole source FFP award to Rocket Software, Inc. GFM Unidata Maintenance� Renewal, HTC711-20-Q-D035 Notice of Intent Solicitation: HTC711-20-Q-D035 Agency/Office: United States Transportation Command / Directorate of Acquisition Title: GFM Unidata Description(s): USTRANSCOM/TCAQ-D intends to issue a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition procedures, to Rocket Software, Inc. The NAICS Code for this requirement is 511210. The following items will be procured: Military Surface Deployment and Distribution Command (SDDC) requires the renewal of the Unidata software maintenance for the Global Freight Management (GFM) Program. This system is the capstone automated execution system of the Defense Transportation System (DTS) for the movement of domestic freight, providing DoD traffic managers with an information management system for the procurement of commercial freight transportation services in peacetime and in wartime. Unidata is a critical component of the GFM system. SDDC requires a Period of Performance from 01 May 2020 to 30 April 2022, with a base period of 01 May 2020 to 30 April 2021 and a one-year option period beginning on 01 May 2021 and ending on 30 April 2022. Interested parties may identify their interests and capability to respond to this requirement by Monday, 27 April 2020 at 4PM CT. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
