- THIS IS NOT A SOLICITATION ANNOUNCEMENT.� THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY.� RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS.� A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW.� RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The General Services Administration (GSA) seeks a Provider/Offeror to Provide Administrative Services at these four building locations in Cleveland and Akron, Ohio: Location 1: AJC Federal Building, 1240 East Ninth Street, Cleveland, Ohio 44199 Location 2: Carl B. Stokes USCH, 801 W. Superior Avenue, Cleveland, Ohio 44113 Location 3: Howard M. Metzenbaum USCH, 201 Superior Avenue, Cleveland, Ohio 44114 Location 4: John F. Seiberling Federal Building & USCH, 2 South Main Street, Akron, Ohio 44308 �(Location 3 is for a part-time General Clerk III) �This service contract includes, but is not limited to the following requirements: The contractor shall perform the required administrative services.� Performance will be based on the Government�s evaluation of results, not the frequency or method of performance.� This will be a performance based contract. The evaluation of results will be based on Contracting Officer and/or designee�s inspections, and best trade practices.� Only 1 position at each location (for a total of 4) is required. In general, the administrative/reception service tasks include, but are not limited to: Duty Locations #1 and #2 - Secretary II - Requirements: Receiving and entering NCMMS service tickets for mechanical/custodial service requests for each of their �Federal Building /US Courthouse Locations. �Word processing using Microsoft Office, Word for Windows and typing using on-site software and ��hardware.� Examples are: typing letters/memos from typed, handwritten or from a diskette draft; typing forms; and merging text from different sources into complete properly formatted documents. 3.��� Responding to priority non-routine work order within the usual scope of clerical/word processor tasks.��� 4. ���Maintaining a cooperative approach and supporting the efficient professional work environment of the� �� ����� office. 5.��� Operate computer programs such as Google, Internet Explorer, Word, Excel, Microsoft. 6.�� Learning other Government software programs. 7.�� Providing receptionist, faxing, and copier/duplicating function. 8.��� Operating a central phone system, receiving and directing calls to Government personnel within the facility, taking and distributing phone messages, and answering general questions. 9.�� �Formulating and accepted Government filing plan. 10. �Filing documents according to accepted government filing plan. 11. �Sorting and distributing mail for the effective operation of the facility. 12. �Addressing and mailing packages and envelopes. 13. �Receiving incoming service calls from building tenants.� Relaying requests to proper building maintenance personnel and following up with the proper service request documentation. 14. �Receiving and confirming conference room reservation requests. 15. �Processing paperwork for security clearance for contractors, etc. working on Government functions. 16. �Processing paperwork pertaining to the transmittal of financial documents. 17. �Other administrative tasks as assigned. 18. �Developing and maintaining a current Procedures Manual. Duty Locations #3 and #4 � General Clerk III - Requirements Receiving and entering NCMMS service tickets for mechanical/custodial service requests for each of their 4 Federal Building/ US Courthouse Locations Receive, process, maintain and file: Tenant RWA�s, LMT data, Form 139, Form 49, maintenance reports, sign in sheets, key card applications, various office logs, various agency information for Federally owned and Lease property Receptionist duties such as answer phone, respond/receive phone messages, greet clients Provide Customer service and administrative support for office personnel, walk in service requests and clients Process Key card applications, issue cards, fobs process, test and update spreadsheet Support Property Manager in the management of office automation initiatives including technical system maintenance i.e. fax machine, copiers, plotters, postage machine Operate computer programs such as Google, Internet Explorer, Word, Excel, Microsoft Publishers for various office functions as required Type documents for notices, building memos, newsletters, etc. Create/Update phone lists such as Tenant Fact Sheet, Phonebook Maintain, organize, and archive file program Receive, monitor, and log utilities for up to four Federal Building Locations. Liaison between Agencies, Property Management and General Contractors Submit office supply requests Assist Property Management staff with various duty requests such as reminders, phone calls, memos, emails, data gathering Make service calls for building, technical equipment, and elevators Other administrative duties as requested by the Supervisory Property Manager Developing and maintaining a current Procedures Manual. �The Contractor shall provide a written Procedures Manual covering the key tasks or functions performed by the administrative services positions for both current and back-fill employees.� Additional procedures will be developed for special projects that are performed by these positions on a continual basis.� The Manual will be used as both a training document for back-up employees, as well as a reference document for the current staff Those wishing to identify their capability to provide the aforementioned services should respond to this announcement via email to connie.bilek-hammond@gsa.gov no later than May 6, 2020 at 12:00 PM (Eastern Standard Time).� Interested parties should provide the following:� Company Name, Company Address, Point of Contact, phone number and email address, DUNS number and capability statement for the services as stated above.� Additionally include; three customer references to which you have provided similar services, and your company business size pursuant to the following questions: (1) Is your business large or small, (2) If small, does your firm qualify as a small, emerging business or small disadvantaged business?� (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified Hubzone firm?� (5) Is your firm woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? The Method of Award is based on past performance and price.
