- ""SOURCES SOUGHT NOTICE"" FOR MARKET RESEARCH ONLY. THIS SOURCES SOUGHT NOTICE IS FOR SPECIFIC VACANT AND UNUSED HISTORIC BUILDINGS AT THE VETERANS AFFAIRS MEDICAL CENTER IN KERRVILLE, TX Introduction: This is not a solicitation but rather a Sources Sought notice or Request for Information (RFI) to determine potential for information and planning purposes only. All Businesses are encouraged to participate in this Market Research to EXPRESS INTEREST in possibly pursuing this project. No award will be made from this notice. No solicitation, specifications, or drawings are currently available. Do not request a copy of a solicitation. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this ""Sources Sought Notice"" or any follow-up information requested. The government will not reimburse participants for any expenses associated with their participation in this survey. Respondents are advised that the Government assumes no responsibility to award a Historic Reuse Program (HRP) out lease or exchange based upon responses to this advertisement. The Government cannot provide any warranty, expressed or implied, as to the accuracy, reliability or completeness of the information contained in this Notice; and will not be responding to any inquiries regarding this advertisement. Project Description: Project Scope and Objectives: This Sources Sought notice is for reuse and/or relocation of three residential vacant historic buildings on the Veterans Affairs medical center campus in Kerrville, TX. In 1919 the Benevolent War Risk Society of Texas identified the need for a hospital to treat World War I veterans returning to the Texas Hill Country. The Schreiner Family of Kerrville donated 748 acres of lands fronting the Guadalupe River to the Society in 1920, and in 1921 construction began using donated monies. In 1925, the Veterans Bureau bought the hospital from the State of Texas for $1,182,000 and added facilities to the complex, including a grouping of residential quarters for its senior staff. In December 1952, the Veterans Bureau now known as the United States Veterans Administration re-designated the hospital as Veterans Administration Hospital, Kerrville, in its early years the hospital served primarily ex-service people suffering from tuberculosis, but in January 1960, the mission of VA Hospital, Kerrville, shifted to a general medical facility. Its constellation of services includes recreational facilities, physical therapy, occupational training, and social service programs. Today, the hospital complex provides health care to United States armed service veterans in 14 Texas counties and is significant contributor to the economy of Kerrville. Buildings 49, 50 and 51: Are free-standing duplex buildings of load-bearing brick construction. The buildings are characteristic of the Colonial Revival Style. These buildings were used as residential quarters and the Colonial Revival Style architectural expression was a popular choice for residential designs when the institution experienced its earliest period of development. Colonial Revival elements include a symmetrical form with a side porch wing, and an accentuated entry door with a stone door surround, and a door transom without sidelights. Other character-defining features of the institutional housing types include the double-hung, wood-sash windows, articulation of the brickwork, and historic lighting. Please see end of this Sources Sought Document for representative building photos. Buildings 49, 50, and 51 have been determined eligible for the National Register of Historic Places. VA seeks offerors interested in the renovation and reuse of any combination (1, 2 or 3) of the available buildings on the current VA site through a long term outlease under the VA Historic Reuse Program (HRP). VA Historic Reuse Program (HRP): Title 54 of the United States Code Section 306121-306122 of the National Historic Preservation Act (NHPA), authorizes Federal agencies to outlease or exchange unneeded historic properties and retain the proceeds to fund other preservation activities. As VA seeks to actively engage the private sector in strengthening utilization of its real property portfolio, the Department has created a nationwide Historic Reuse Program (HRP) to implement historic outlease and exchanges of underutilized real estate. The HRP is administered by VA s Office of Real Property (ORP) within the Office of Construction and Facility Management (OCFM). The objective of this development opportunity includes but is not limited to: Providing an innovative solution within current authority to preserve a VA-owned, historic property; Enabling a productive use of these properties that do not involve VA capital dollars and benefits stakeholders; and Meeting VA s obligations under Section 110 of the National Historic Preservation Act (NHPA) to better preserve and protect the property. To maximize achievement of these objectives VA may execute its authority to lease the Subject Property for cash or historic preservation services or exchange the Subject Property for other comparable historic real property, or any combination thereof. Sources Sought Response Requirements: VA is seeking qualified Respondents that have interest in renovating and reusing any combination (1, 2 or 3) of the available buildings. Respondents may either be sole entities or under other acceptable teaming arrangements. Please note that a detailed plan/proposal is NOT required at this time. Please simply affirm interest in redeveloping the historic building(s) at current VA owned location. If VA receives viable interest in the redevelopment of these historic building(s) a formal solicitation process including a request for proposals will proceed shortly after the close of the Sources Sought period.
