- Introduction: The purpose of this market survey is to locate potential industry sources capable of providing the following for the redesigned Small Tactical Radar - Lightweight (STARLite) System: Develop STARLite logistics documentation, integrate Anti-Tamper & Electronic Protection (AT/EP), extend SAR and MTI range up to Joint, All-Domain Operations (JADO) specifications, and provide Field Service Engineers support of contiguous United States (CONUS) outside contiguous United States (OCONUS) locations.� The STARLite AN/ZPY-1 system is in the process of addressing obsolescence through an ECP redesign resulting in the required services found in this sources sought. Background: The current provider is Northrop Grumman Mission Systems (NGMS) 1580B W Nursery Rd, Linthicum Heights, MD 21090. NGMS maintains the hardware configuration and the software source code. The Government does not have detailed documentation on hardware or software source code. Consequently, the Government does not have the detailed documentation or source code to provide to a third party. A technical data package is not available. The STARLite system is a Moving Target Indicator (MTI) and Synthetic Aperture Radar (SAR). The STARLite program is an Acquisition Category (ACAT) III program. The STARLite is a low size, weight, and power (SWaP), compact, lightweight, high-performance, all-weather, multi-functional radar system integrated onto the Gray Eagle MQ-1C platform. � The STARLite generates quality SAR images for use by battlefield commanders as well as detection and classification of moving vehicular and dismounted targets. STARLite provides a tactically responsive asset with wide area, real-time reconnaissance, surveillance, and target acquisition capabilities. It operates throughout the flight mission profile in adverse weather and through battlefield obscurants to provide the battlefield commander with increased situational awareness. The STARLite radar�s B-Kit contains four Line Replaceable Units (LRUs): 1) LN-251 Inertial Navigation System Global Positioning System (INS/GPS), 2) Electronics Assembly (EA), 3) Antenna Assembly & 4) Power Supply (PS); and an A-Kit containing a mounting bracket, hardware, cables and blower assembly. Technical Requirements: Interested vendors are required to provide an understanding, approach and vendor specific benefits for each below requirement and be able to demonstrate the ability to support immediately due to ongoing needs for fielded STARLite system support: Complete compliment of logistics documentation for the redesigned components of the STARLite AN/ZPY-1 system Integrate Anti-Tamper (AT) design to prevent the loss of Critical Program Information (CPI) to enemy combatants Integrate Electronic Protection (EP) controls to prevent the degradation of performance due to combatant Electronic Warfare (EW) Extend SAR & MTI ranges up to the emerging JADO requirements while remaining within Gray Eagle SWaP constraints Provide Field Service Engineers (FSEs) and Field Service Representatives (FSRs) to provide system integration, testing, training, operation and maintenance support of the system at designated CONUS/OCONUS locations Existing manufacturing lines, functional teams, ongoing projects or other assets that would be leveraged to immediately begin this work. Document Format Requirements: All responses shall include a cover page with the following information: Company Name Mailing Address and Website Pont of contact (POC), with title, phone number and email address Commercial and Government Entity (CAGE) Code North America Industry Classification System (NAICS) number Associated Business size and eligibility under U.S. Government social-economic programs and preference (i.e., type of business �large, small, small-disadvantaged, women-owned, veteran-owned or 8(a)) Data Universal Numbering System (DUNS) number Responses shall be unclassified. Responses shall not exceed 5 pages in length (includes cover and all other pages). Responses shall be font Arial, minimum size 10, single spaced (1.0), and normal (1.0 inch) margins.� Graphics, tables and other visuals shall be permitted. Responses shall be in a single document. Responses shall be in either Microsoft Word, Microsoft PowerPoint or Adobe PDF.� Response Delivery Requirements: Responses are due NLT 1700, 15 days following the posting date. Responses shall be delivered via email only.
