- The Coast Guard (CG) Surface Forces Logistics Center (SFLC) conducted two successful Industry Days at Base New Orleans and Sector St. Louis to engage the Shipyard Industry in the Western Rivers to obtain� their perspective on the drawbacks of doing dry-dock repairs for the Coast Guard.� Excellent feedback and recommendations were received from all representatives attending the events.� The information obtained will be evaluated and used to enhance the Coast Guard contracting processes.� Two recommendations were identified that could be quickly addressed, fixed and identified on beta.SAM.� The first recommendation was to establish standardized nomenclature for Dry-Dock and Dock-Side solicitations posted on beta.SAM.gov, under NAICS 336611 and the second recommendation was to post the link to the Acquisition Forecast System (APFS) website.� (1) The Coast Guard has implemented a standard nomenclature for all Dry-dock and Dock-Side repairs posted on https://beta.sam.gov/ under NAICS 336611.� Example:� For Dry-Dock repairs the nomenclature would be ""Dry-Dock (DD): USCGC (name of cutter or hull number) availability."" For Dock-Side repairs the nomenclature would be ""Dock-Side (DS): USCGC (name of cutter or hull number) repair."" (2) The link for APFS is https://apfs.dhs.gov/.� Vendors seeking to track upcoming Dry-Dock and Dock-Side repair opportunities may register to be notified when anticipated opportunities are published to APFS. An internet email address is required for notifications.� The system has the availability to search by many different factors.� The following recommendations will require further review and evaluation within the SFLC organization:� (1)� review and compare current CG docking and welding certifications to commercial standards and practices to identify possible streamlining procedures, that are less costly, and would not increase risk to CG assets. In addition, research how the Navy and Army Corp certify their vendors for dry dock repairs; (2) re-evaluate the geographical restrictions to minimize excluding industry partners from competition; (3) prepare more definitive specifications and streamline requests for proposals through the reduction of option line items to reduce proposal costs, which may deter companies from competing; (4) evaluate specification packages for accuracy to reduce procurement lead times and cost to the CG for condition found reports;�� (5) evaluate the need for Indefinite Delivery/Indefinite Quantity (IDIQ) and Blanket Purchase Agreements (BPA) on a regional basis; (6) reach out to industry partners to identify the best timeframe for doing dry dock repairs; possibly request yearly yard availability from industry partners.� Need to balance dry dock/dockside repairs with weather conditions, dam lock closures and contractor commercial work; (7) investigate the possibility of allowing Port Engineers the authority to approve small dollar CFRs; or have a Contracting Officer and Port Engineers onsite for 100% of the performance period to mirror the current Navy practices.���
