Description

NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT HAROLD SMITH (SSC) WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO HAROLD.SMITH-1@NASA.GOV*** NASA/MSFC has a requirement to award a purchase order to USI Electronics Division, For Wind River�s authorized Government distributor for the annual software license and support & maintenance renewal of the Wind River software and source code used by the ES50 Flight Software developers and within the Integrated Avionics Test Facilities (IATF) labs which includes the System Integration Labs (SIL), the Software Development Facilities (SDF), and the System Integration Test Facilities (SITF). NASA/MSFC intends to process a Purchase Order to USI Electronics Division for renewal of Wind River Software License and Maintenance & Support on a sole source basis. The Government intends to acquire this commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (Harold.Smith-1@nasa.gov) no later than April 24, 2020 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at March 20, 2020.
