- FY20 P-033 Magazine Consolidation, Phase 1, West Loch, Joint Base Pearl Harbor-Hickam (JBPHH), Oahu, Hawaii. �Construct four standard earth covered Type D Box Magazines without loading platforms, each equipped with electronically operated doors at ground level, lightning protection system, and grounding system.� Paving and site improvements include concrete magazine apron and site demolition.� Electrical utilities include primary and secondary electrical distribution systems and transformers. This solicitation is being advertised on an unrestricted basis inviting full and open competition.� The primary NAICS Code is 236220 and the corresponding size standard is $39.5M average annual receipts over the last 3 fiscal years.� The estimated cost of this project is between $25 Million and $100 Million. This is a source selection procurement requiring both technical and price proposals.� The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. �The non-cost factors are anticipated to be: (1) Experience, (2) Safety, and (3) Past Performance.��� Large business concerns are required to submit a subcontracting plan prior to award of the contract. It is anticipated that the solicitation will be issued on or around April 22, 2020.� The solicitation will be available in electronic format only. �The solicitation will be available through the Opportunities website at https://beta.sam.gov.� All interested offerors shall register at the website.�� No hard copies will be provided. �It is the contractor�s responsibility to check the websites daily for any amendments to this solicitation.
