- Sources Sought/Request for Information US Army Corps of Engineers, New Orleans District (MVN) NEW ORLEANS TO VENICE, LOUISIANA, NOV-NF-W-06A.2, FIRST LIFT LEVEE AND DRAINAGE CANAL RELOCATION PROJECT, POINTE CELESTE TO WEST POINTE A LA HACHE, PLAQUEMINES PARISH, LOUISIANA The U.S. Army Corps of Engineers, Vicksburg District, requests CAPABILITY STATEMENTS FROM ALL QUALIFIED AND INTERESTED PARTIES including Large Business, Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HubZone) Firms, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Women Owned Small Businesses (WOSB). The North American Industry Classification System code (NAICS) for the acquisition is 237990 � Other Heavy and Civil Engineering Construction with a size standard of $39,500,000.00. In accordance with DFARS 236.204 � Disclosure of the magnitudes of construction projects, the magnitude of construction between $25,000,000.00 and $100,000,000.00.� INTERESTED FIRMS ARE REQUIRED TO IDENTIFY THEIR MAXIMUM BONDING CAPACITY WITH THEIR STATEMENTS OF INTEREST IN THIS PROJECT. INTERESTED FIRMS ARE REQUIRED TO IDENTIFY THEIR BUSINESS SIZE WITH THEIR STATEMENTS OF INTERESTS IN THIS PROJECT.�� The U.S. Army Corps of Engineers, Vicksburg District has been tasked to solicit and award one (1) firm fixed-price construction contract.� New Orleans to Venice, Louisiana, NOV-NF-W-06A.2, First Lift Levee and Drainage Canal Relocation Project, Pointe Celeste to West Pointe A La Hache, Plaquemines Parish, Louisiana. The work consists of clearing, grubbing, excavation for new drainage ditches, new culvert placements, new drainage structure placement, new Twalls, new levee/ ramp crossings embankment placement for levees in phases, geotextile, turf establishment, surfacing and all other related incidental work. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought synopsis. Submission of information should be limited to not more than five (5) pages. The Government is requesting interested contractors to furnish the following information: (1) Firm�s name, address, point of contact, telephone number, and e-mail address. (2) Firm's interest in submitting a bid in response to the solicitation when it is issued; (3) Type of Business (small business, small disadvantaged business, etc.) (4) State your firm�s bonding capacity as of the date of your response. (5) Provide example of at least one project similar to the scope described above that was greater than $60 million in magnitude. Include the point of contact information for examples provided, as past performance on indicated projects may be verified. (6) A letter from your bonding company stating the firm's single project and aggregate project bonding capability. THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a fixed price construction contract. The Government will not pay for any information provided as a result of this market survey. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Offerors must be registered with the Beta System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
