Description
HUMAN RESOURCES STATEMENT OF WORK AMERICAN SIGN LANGUAGE INTERPRETATION SERVICES The Department of Veterans Affairs Wilkes-Barre Medical Center (VAMC) Wilkes-Barre consists of the Wilkes-Barre campus and Community Based Outpatient Care Clinics located in Allentown, PA; Sayre, PA; North Hampton, PA; Tobyhanna, PA; and Williamsport, PA which has a recurring need for Interpreter Services for the Hearing Impaired. This contract will be a five-year purchase agreement with a minimal, and maximum quantity. Scope of Work: The Contractor shall provide interpreter services on an as needed basis for various meetings and training that may include, or have access to Personally Identifiable Information (PII), information, at the Wilkes-Barre VAMC campus and CBOC s to include interpreting spoken English into signed English or American Sign Language (ASL), and interpreting ASL or signed English back into spoken English. Services for an annual base with four one-year renewable options available after the initial year is completed. Interpreters shall be currently certified by the National Association of the Deaf, or the Registry of Interpreters for the Deaf. Contractor interpreters shall have, at a minimum, a Proficiency Level of III, unless the nature of the assignment requires a higher level. Level of interpreted skill shall include both Information Technology Management and Information Technology Professional sign language. Computer Technology word sign skills are a strong requirement. The Point of Contact (POC) will contact the company via telephone or email to request an interpreter. The POC name and contact information shall be provided at award. Only the person named as the POC or alternate POC will be allowed to request services. Interpreter services shall be coordinated at least 48 hours in advance, Monday through Friday (7:00 AM - 7:00 PM), on a rare occasion services may be required outside of these hours. If, however, the Government should require interpreters with less than 48 hours' notice, the Contractor shall attempt to provide an interpreter, but the Government understands that the Contractor may not always be able to comply with such a request. Services may be cancelled not less than 48 hours in advance Monday through Friday, with no penalty or charges for cancelled services. If the Contractor is not notified of a cancellation 48 hours prior to the scheduled assignment, the Contractor may invoice for the number of hours scheduled for the assignment. If a Sign Language Interpreter appears for an assignment and the necessary parties fail to appear within 30 minutes, the interpreter may leave and invoice for one (1) hour of service. If the Contractor cannot attend a scheduled event, 48 hours' notice shall be given. The Government shall not incur any charges and the event will be rescheduled. For kept appointments, chargeable time shall begin at the designated appointment time and end when contractor is released by the person who requested services. The Government shall only pay for interpreters providing service, and no one else. Confidentiality: All work is to be performed by competent personnel, experienced and qualified to provide interpreter services. Sign Language Interpreters shall keep all assignment-related information strictly confidential. Key Personnel. Certain skilled experience professional and/or technical personnel are essential for accomplishing the work to be performed. These individuals are defined as ""Key personnel"" and are those persons whose resumes were submitted and marked by the vendor as ""Key Personnel"". Substitutions shall only be accepted if in compliance with ""Substitution of Key Personnel"" provision identified below. Name Title Interpreter The Contracting Officer may notify the Contractor and request immediate removal of any personnel assigned to the task order by the Contractor that are deemed to have a conflict of interest with the government or if the performance is deemed to be unsatisfactory. The reason for removal will be documented and replacement personnel shall be identified within three business days of the notification. Employment and staffing difficulties shall not be justification for failure to meet established schedules. Substitution of Key Personnel. All Contractor requests for approval of substitutions hereunder shall be submitted in writing to the Contracting Officer Representative (COR) and the Contracting Officer at least thirty (30) calendar days in advance of the effective date, whenever possible, and shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer necessary to approve or disapprove the proposed substitution. The COR and the Contracting Officer will evaluate such requests and promptly notify the Contractor of approval or disapproval in writing. The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts used in performance of this effort. The Contractor's management responsibilities shall include all activities necessary to ensure the Accomplishment of timely and effective support, performed in accordance with the requirements contained in the statement of work.
