- Synopsis � This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to determine industry interest and capability.� No proposals are being requested or accepted with this notice.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of providing strategic planning and human capital development in support of SSP HRO/Human Capital Operating Plan. SSP is seeking support with our on-going efforts to ensure all employee life cycle initiatives are aligned and implemented with human capital strategy and overall performance/mission strategy as a priority. Description of Requirements� 1. Executive Coaching. Contractor will provide coaching services to managers, supervisors, and personnel interested in leadership roles with emphasis on maximizing staff's potential by working on their perceptions, self-confidence and creative drive. Contractor will: Provide options for senior leaders to use executive coaching for a wide range of issues and concerns as per their individual needs (example: a targeted 1 month of support, 1 hour a week, to address specific issues or 9 months of support, 2-3 hours a month for broader leadership development). Establish a process for appropriately matching coaches to senior leaders. Assist with matching coaches through engagement with SSP leaders to meet the needs of the individual and the organization. Guide SSP leaders through the process to effectively establish relationships with coaches. Develop documentation and activities to enable this Executive Coaching program to maintain an enduring presence in SSP Human Capital Plan. Establish a well-equipped leadership pipeline by promoting continuous learning and development, with an emphasis on soft skill development.� Executive Coaching will also include: Feedback and Planning Meeting Post-engagement Feedback � 2. Organizational Effectiveness Consulting. Organizational Effectiveness Consulting will enhance SSP�s ability to achieve its goals by identifying SSP�s key performance drivers, assessing existing issues to diagnose root causes, developing comprehensive solutions for closing performance gaps and sustaining the results, and assisting in implementing solutions. The Contractor will: � Provide support for functional strategy development across all back-office operations including process improvement, finance and budgeting, human resources, contracting and procurement, information technology, change management, and other business areas � with primary focus on human capital goals and initiatives. Formulate and execute strategies by building a compelling business case for change, devising a detailed implementation roadmap, efficiently and effectively managing the change process, and measuring progress against relevant metrics. Help command adopt a mindset that serves SSP�s users with implementing a product vision that continually improves. Provide Program Management Support that inventories, integrates, and prioritizes all employee life cycle initiatives within SSP, provides a recommended action plan, tracks progress, and provides training to appropriate stakeholders on program management tools and practices. Provide Workforce Development and Talent Management Support to include, but not limited to, leadership development, career tracks, targeted coaching/development, mission critical occupation development, knowledge management, talent management, provide training to workforce, HR support to deliver integrated support to workforce, and any best practices or leading market techniques. � Work with leadership, project managers, business analysts, IT specialists, product owners and others who are responsible for forward progress and proven results, focusing on the facilitation of events that help create change and improvement. Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than three (3) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point.� Packages are due no later than Friday, 1 May 2020, 1200 (EST) and shall be submitted via e-mail to Sally Machulski at sally.machulski@ssp.navy.mil. ALL submittals shall include the following information: -Company Administrative Information, including: --Company Name; --Company Point of Contact (email and phone) and Title; --Company Address; --DUNS No; and --CAGE Code -Under which NAICS code(s) do you currently provide similar services? -Identify your small business socio-economic status (if applicable). -Specifics addressing the subject matter expertise, capability, and experience with regard to the products and services described above. -Related past performance information. Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant.� In addition, prospective sources should be able to receive, generate, modify and store classified documentation.� Responders should indicate which portions of their response are proprietary and should mark them accordingly.� Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued.� It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances if necessary, to perform the statement of work (SOW).
