- N00164-20-Q-0168 � SOLE SOURCE � TEKTRONIX INC � FSG 6640 - NAICS 334515 ISSUE DATE 21 APR 2020 � CLOSING DATE 24 APR 20220 � 5:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Qty. 2 P/N DPO5054B Oscilloscope, Qty. 2 P/N DPO5054B DJA Jitter and Eye analysis tools, Qty. P/N DPO5054B ET3 Ethernet Compliance Testing, Qty. 2 DPO5054B SR0ENET Ethernet Serial Triggering and Analysis, Qty. 1 Crescent Heart Software, Qty. 3 Active Probe: 1GHz, 10X, TekProbe.� GXPM is responsible for video conformance testing which requires a scope that has a minimum of frequency of 500MHz and sample rate of 5Gs/s. Branch currently has no oscilloscope. This is required lab equipment for conformance and Ethernet testing. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Tektronix Inc. 14150 SW Karl Braun Drive Beaverton, OR 97077-0001, under the authority of FAR 13.106-1. This is being sole sourced because there are currently only 2 options currently supported by Crane calibration. The Tektronix 5054BNV and the Rohde & Schwarz RTE 1054.� Rohde & Schwarz does not produce a 10:1 attenuation probe capable of interfacing with a BNC T-Junction which is used as a part of Crane Video Conformance Testing. Selecting a different scope and probe would result in a significant time delay. To purchase a scope which is not supported by our calibration lab would cause a delay of a minimum of 6 months, and up to 2 years. All responsible sources may submit a capability statement which shall be considered by the agency. �However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov. � This solicitation is being issued pursuant to the procedures at FAR Part 13.� Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-20-Q-0168 is hereby issued as an attachment hereto.� All changes to the requirement that occur prior to the closing date will be posted to beta SAM.� It is the responsibility of interested vendors to monitor the beta SAM site for amendments that may be issued to this solicitation.� For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
