- 1. The deadline for request for lease proposals has been extended from 05/05/2020 to 05/18/2020 (by 4pm Central Standard). 2. Continuation from Contracting Opportunities Notice # 36C77020R0005_5: Q20. L100 strikes out 6.02 Utilities; however, RLP language suggests that utilities can be included in rent. Please clarify whether or not Lessor is responsible for utilities. A20. The goal is for VA to pay directly to the provider for utilities. However, instances can occur where a utility provider will not install separate metering specific to a tenant. The RLP Section 3.12 is generic to account for whether a utility can be separated for VA. The Lease, L100, Section 6.03 is written to show VA s intent on separating utilities. Q21. What are the hours of operation? A21. The hours of operation for Lease, L100, Section 6.01 are 6:00 AM to 7:00 PM. Q22. L100 strikes out all Overtime HVAC sections; however, RLP language suggests that tenant will use 40 hours of OT HVAC annually and provides discounting instructions. Should OT HVAC be taken into consideration? A22. Two-part answer: - For utility consumption it depends on whether VA will pay directly. If the utility is separated as VA intends, then the cost of OT HVAC is paid directly by VA rather than the Lessor. - For maintenance, the Lessor shall determine whether the planned hours of usage impact annual cost of services. Q23. RLP section 1.05D requires us to document there is a bus stop within 1,320 feet from the principal functional entrance of the offered building, and the bus route makes a minimum 30 trips per each weekday. We know of no regularly scheduled public bus service in the City of Dublin. Please clarify the bus requirement or provide an acceptable alternate method to meet the transit accessibility requirement without bus service. A23. RLP section 1.05D has been deleted.
