- MARKET SURVEY CAPABILITY ASSESSMENT INITIAL AND RECURRENT TECHNICAL TRAINING FOR FLIGHT TEST PILOTS AND FLIGHT TEST ENGINEERS. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACT SPECIALIST CONTACT INFORMATION BELOW. This is a market survey for a Firm-Fixed Price Indefinite Delivery / Requirements Type Contract for the acquisition of Initial and Recurrent Technical Training for Flight Test Pilots and Flight Test Engineers employed by the Federal Aviation Administration (FAA).� The required training services include Initial / Recurrent / Supplementary Ground School, Flight Simulator Training and Flight Training for FAA Flight Test Engineers/Flight Test Pilots IAW the attached Performance Work Statement (PWS). The contractor is to provide Initial / Recurrent / Supplementary Ground School, Flight Simulator Training and Flight Training for FAA Flight Test Engineers/Flight Test Pilots identified in the attached PWS.� Students attending the courses will be FAA approved Flight Test Pilots, Flight Test Engineers, and others approved by the FAA.� A typical class is composed of six (6) students as follows: (2) flight test pilots, two (2) flight test engineers, and two (2) others, with deviation at the Agency�s discretion.� The length of the initial course should be approximately 160 hours or more and the length of the recurrent course should be approximately 64 hours.� Instruction must accomplish the training outcomes listed in section 6, Specific Tasks of the PWS. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor�s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA�s 8(a) Program. The purpose of this survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the Initial and Recurrent Technical Training for Flight Test Pilots and Flight Test Engineers.� This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms.� If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $30 million. In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement: 1. Capability Statement � This document should identify: � Type of training provided by your firm � Size and type of training provided by previous contracts (provide detailed information and past performance) � Number of years in business 2. Geographic area where training will be provided; 3. Expected approach � Respondents must provide their strategy for accomplishing this work. All responses to this market survey must be received by 5:00 p.m. CST, 05/05/2020. All submittals should be submitted by email to Federal Aviation Administration gilbert.n.park@faa.gov.
